Description

 

 The Massachusetts Commission for the Blind (MCB) is seeking a detail-oriented, strategic, analytical, and organized Finance Manager. The successful candidate will provide support to the Budget Director. The primary responsibility of the Finance Manager is to support the Budget Director with managing MCB budgets. 

Working collaboratively with the Budget Director, responsibilities include preparation of all documentation pertaining to chargebacks, submission of SSA Reimbursement claims, preparation of federal grants submission and monitoring, as well as budget transfers and encumbrances.  In addition, the Finance Manager will be responsible for tracking historical data and cost/spend projections. 

Duties and Responsibilities (these duties are a general summary and not all inclusive):

·      Oversight of monthly analysis of budget variances between Checkbook and MMARS.

·      Ensure that all subsidiary obligations and expenditures are included in agency's Automated Financial System (AFS).

·      Prepare all required MMARS transactions as it relates to budgets.

·      Manage all functions of agency interdepartmental chargebacks, indirects, agency advance accounts (EA, RA, BGRG), transfers, and deposits.

·      Monitor all advance expenditures and refunds.

·      Complete EIM/ESM payments and record EIM payments into Checkbook and financial reports for the RSA-2 in a timely and effective manner

·      Oversee the establishment of the federal grants in Checkbook and MMARS, with the assistance of CTR, including monitoring and internal reporting.

·      Administer grant awards as they arrive and increase budgets as the awards indicate.

·      Create, monitor, and hold repository of payroll certifications necessary for RSA to ensure complete Federal Compliance.

·      Settle monthly data calculation and input online reporting to SSA to receive program Income.

·      Serve as backup to departmental payroll functions.  Collaborate with other members of the fiscal unit to support its goals.

·      Other duties as required by the Supervisor.

Required Qualifications:

·      Capacity to analyze and determine the applicability of accounting data, to draw conclusions and make appropriate recommendations.

·      Ability to prepare and understand financial reports utilizing software applications such as ACCESS, EXCEL and WORD.

·      Capacity to keep accurate records, handle multiple tasks and meet deadlines.

·      Ability to exercise sound judgment especially as it relates to confidential information.

·      Proficiency with Massachusetts Management Accounting and Reporting System (MMARS) or other comparable governmental Enterprise Resource Planning (ERP) software.

·      Demonstrated ability to design and generate reports from the Commonwealth Information Warehouse (CIW) and other datasources.

·      Talent for developing strong business relationships and capable of managing difficult situations tactfully.

·      Knowledge of the principles, practices and techniques of supervision.

Preferred Qualifications:

·      Proficiency with the state and federal budgeting process.

·      Knowledge of the state procurement and purchasing regulations, policies and procedures.

·      Understanding of the federal financial reporting requirements.

 

About the Commission for the Blind 

The Massachusetts Commission for the Blind (MCB) is the point of entry for vocational and social rehabilitation services for residents of the Commonwealth who are declared to be legally blind by an eye professional. Under a newly created category, MCB will expand service to qualifying individuals who have low vision with a progressive visual impairment. These services help individuals to work toward independence and full community participation.

Qualifications

 First consideration will be given to those applicants that apply within the first 14 days.   MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical),  and (B) of which three years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment. Substitutions:  I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for one year of the required (A) experience. II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience.

 

  *** Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
