About us
In 1979, North Charleston City Council established a Cultural Arts Program with the mission to plan for and support arts and cultural activities throughout the community, increase arts awareness in the community, and make arts experiences available to the widest spectrum of the community. The program was awarded the Elizabeth O’ Neill Verner Governor’s Award for the Arts in 2000 and became an autonomous city department in 2001. Over the years, with the addition of staff and increased availability of venues, the department has continued to provide a vast array of multi-discipline arts programming that touches the lives of more than 100,000 participants through a combination of programs and services that fall into five categories: General Public Programs, Outreach Programs, Artist Assistance, Economic Development, and City History. The department's largest general public program, the annual North Charleston Arts Fest, is now celebrating its 39th year and has developed into one of the most comprehensive arts festivals in the state of South Carolina. In 2008 and 2018, the Arts Fest was selected as a May Top 20 Event by the Southeast Tourism Society.
GENERAL STATEMENT OF POSITION
Under limited supervision, performs responsible clerical and promotional work in support of the programs and activities of the Park Circle Gallery and Cultural Arts Department. Performs related work as required. Reports to the assigned supervisor.
GALLERY OPERATING HOURS ARE WED-FRI, 10:30AM-5:30PM AND SAT 12-4PM. RECEPTIONS ARE USUALLY HELD ON THE FIRST FRIDAY OF EACH MONTH FROM 5-7PM.
MINIMUM TRAINING, EDUCATION and/or EXPERIENCE:
Requires an Associate’s degree in cultural arts or arts administration or related field supplemented by one to two years of responsible gallery work or administrative work experience, or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities. Must be able to type with speed and accuracy.
SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
-Provides responsible office support and assistance to department supervisors and staff.
-Evaluates the department’s clerical policies and procedures and makes recommendations for change to enhance efficiency and productivity.
-Oversees gallery welcome desk and monitors gallery space for loss prevention: checks art exhibit pieces, display cases, and prints upon arrival/mid-shift/upon close during light foot traffic and hourly during heavy foot traffic.
-Photograph exhibit every month both for documentation and promotional purposes.
-Prepares, types, processes, copies, files and/or distributes various routine and confidential reports, records, purchase orders, memos, correspondence, etc.
-Maintains relationships and networks among the local/regional art community.
-Promotes Cultural Arts Department Programs, including distribution of quarterly calendars, program flyers, and post cards.
-Conducts sales of gallery inventory. Assists in preparing the department’s annual budget; monitors budget expenditures and processes accounts payable; maintains petty cash fund.
-Assists in the layout artwork for monthly exhibits; coordinate with artists to hang and dismantle exhibits. Assist with visual art, consignment art, and print delivery, storage, and pick-up; keep associated logs up to date. Follow procedures for any unclaimed art/fine craft from exhibits or sales as directed.
-Maintain general knowledge of rotating monthly exhibits and artists’ backgrounds.
-Ensure that the exhibition agreement is on file, complete, updated, and includes a W9 form. Maintain logs of exhibited artwork, artists’ prints/note cards and have all items signed in and out by the artist and filed.
-Make title cards for the artwork.
-Oversees the proper retention and disposal of department files; creates forms and reports for office use.
-Assists with special projects, activities, special events, and other department/City programs/services as needed.
-Performs various clerical duties as required, including but not limited to entering and retrieving computer data, copying documents, filing / retrieving files, sending and receiving faxes, assembling and collating documents, ordering supplies, processing daily mail, etc.
-Answers the telephone; provides information as requested; screen calls and/or forwards calls to appropriate staff person. Takes messages as needed.
-Greets and assists office visitors. Serves as Office front desk backup when assigned.
-Receives and responds to inquiries, requests for assistance and/or complaints from City employees, outside agencies, and the public.
-Represents the department at City meetings and events as required.
-Refers to policy and procedure manuals, computer manual, dictionary, safety manuals, legislative manuals, City codes, etc.
-Operates a variety of equipment, which includes a computer, printer, typewriter, fax machine, copier, telephone, calculator, etc.
-Uses clerical and computer supplies.
-Interacts and communicates with various groups and individuals such as the City Mayor, Special Assistant to the Mayor, City Council, City department heads and employees, co-workers, elected officials, news media, City attorney, various outside agencies and professionals, vendors, and the general public.
-Coordinates special projects and events as assigned.
-Required to work nights, weekends, and holidays to meet the business needs of the gallery and the City.
-May be designated to report to work during hazardous weather or emergency conditions.
-Performs related work as may be required.

Physical Demands
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
Requires sedentary work that involves walking or standing some of the time and involves exerting up to 30 pounds of force on a recurring basis or routine keyboard operations. Requires ability to lift large pieces of art for wall hanging, as well as capacity to ascend and descend a ladder repeatedly.

Standard Clauses
This position may be required to be on call during emergency disasters and subject to 24-hour shifts or other emergency schedule that is necessary to meet the City’s needs.
