Description

 

The Texas General Land Office is seeking an Accountant VI within the Veterans Land Board Department of the agency.

The Accountant VI performs advanced and/or supervisory (senior-level) accounting work. Work involves preparing and/or overseeing the preparation of financial analysis and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls; and preparing and/or overseeing the preparation of agency budgets. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

What Your Contributions to the GLO Will be:

FUNCTIONAL AND BUSINESS ACTIVITIES to include but not limited to:

1. Oversee the preparation of the Annual Financial Reports for the Veterans Homes, Cemeteries, and Housing and Land Loan Services.

2. Prepare, review, and submit the Medicaid Cost Report; Review and verify the Medicare Cost report.

3. Review TSVH monthly financial statements and consolidate the data for use in monthly, quarterly, and annual financial reporting.

4. Review the quarterly aging reports for the TSVHs to determine outstanding balances.

5. Coordinate, prepare, and review invoice review documentation.

GUIDANCE AND OVERSIGHT to include but not limited to:

1. Assist in the development of team goals and objectives, and in the implementation of priorities, standards, and methods for their achievement. 

2. Oversee the monthly expenditures, chargebacks, and refunds for the TSVH operators to ensure timely and accurate payments.

3. May assign and/or oversee the work of the VLB Accounting staff, under the direction of the Manager.

POLICIES AND PROCEDURES to include but not limited to:

1. Recommend and implement agency accounting and financial policies and procedures in accordance with statute and professionally accepted standards.

2. Assist in the planning, development, coordination, and review of guidelines, procedures, policies, and rules.

3. Monitor compliance with policies and procedures, including the agency's standards of conduct.

4. Professionally and effectively represent VLB Accounting at meetings and collaboration efforts with those external to the division.

 IMPROVEMENTS AND INNOVATION to include, but not limited to:

1. May design and consult with information technology staff in the development of computer systems for financial and reporting applications.

2. Analyze and recommend improvements, adaptations, or revisions to the accounting system and accompanying procedures.

3. Identify areas of improvement or needed change and make recommendations to improve operations, increase efficiency, and/or reduce required resources.

 

Qualifications

 

Minimum Qualifications:

Bachelor’s degree from an accredited four-year college or university with major coursework in Accounting, Business Administration, or a related field. Equivalent professional experience may substitute for the degree requirement, at a rate of one year of relevant experience per year of education.

Ability to work in a Team environment.

Preferred Qualifications:  

Master's degree from an accredited college or university with major coursework in accounting, business administration, or a related field.

Experience with CAPPS is a plus.

Experience with MS Excel, pivot tables, V-Lookup, and general MS Excel functions.

Experience with Adobe as most work is completed electronically.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
