Role Overview
We are seeking a Government RFP Estimator (Fiber/OSP) to lead the triage, estimation, and compliant submission of government and private network bids. This role blends OSP construction estimating with government RFP navigation. The successful candidate will be able to process multiple RFPs weekly, build accurate unit-price models, and collaborate with internal stakeholders to submit high-quality proposals on time.
Key Responsibilities
- Review, qualify, and triage 10–20 RFPs per week from SAM.gov, state/local portals, and private solicitations.
- Deliver 6–10 compliant proposals per month, including full pricing models and compliance matrices.
- Build detailed unit-price models for OSP (outside plant) fiber scopes, clearly outlining production rates, cost drivers, and risk considerations.
- Interpret and apply federal contracting requirements, including Davis-Bacon wage determinations, FAR clauses, and NAICS 237130 classification.
- Draft, edit, and package proposals with a focus on clarity, compliance, and competitiveness.
- Collaborate with program managers, legal/compliance, and leadership for bid/no-bid decisions.
- Support negotiations and handoff of awarded projects to project management and operations teams.
What “Good” Looks Like
- Ability to consistently triage 10–20 RFPs/week and submit 6–10 compliant proposals/month.
- Produces clean, well-documented unit-price models with justification of assumptions.
- Confident navigating SAM.gov, wage determinations, compliance matrices, and other federal requirements.
- Communicates effectively across technical, financial, and executive stakeholders.
Qualifications
- 3–5+ years of experience in telecom/fiber OSP estimating or construction estimating.
- Direct experience with government RFPs (federal, state, or municipal).
- Proficiency in interpreting drawings, scopes of work, and bid instructions.
- Working knowledge of Davis-Bacon, FAR, and NAICS coding (237130 preferred).
- Strong Excel and proposal management skills.
- APMP membership/certification a plus.
