The Housing Manager/Assistant HRA Director will manage and support housing and community development programs and supervise staff. Additionally, this position will implement strategies, programs and services to grow, retain and attract quality affordable housing options for the community.

Essential Functions

Develop and facilitate efforts to support affordable housing programs and services.
  • Manage the Community Development Block Grant (CDBG) program, including the city’s use of HUD’s Integrated Disbursement and Information System (IDIS) and other tools to create and monitor the annual action plan.
  • Manage and oversee the Housing Choice Voucher Program.
  • Coordinate promotional activities to support quality affordable housing, such as first-time home buyer and housing rehab programs.
  • Oversee management of the city’s affordable housing units and loan portfolios, including negotiation, administration and monitoring of management agreements; review of policies, procedures, operations, budgets and financial statements; and maintenance of ongoing contact with management company representatives and site staff.
  • Oversee housing-related tax increment financing (TIF) requests.

Develop and implement housing policies that align with the City Council and HRA Board goals.
  • Research and present policies that encourage the development of additional affordable housing, including rental and home ownership opportunities, as well as the preservation of existing housing stock.
  • Work in collaboration with the HRA Board, City Council and supervisor to update the HRA’s Strategic Plan and make recommendations for future modifications.
  • Work with community stakeholders to identify housing needs and services.
  • Manage housing studies, review proposals/contracts and provide input on redevelopment applications.

Administer the Housing and Redevelopment Authority (HRA)’s long-term planning, short-term budgeting and operational functions.
  • Serve as the staff liaison to the HRA Board to assist with implementing strategies for affordable housing.
  • Assist with the preparation and monitoring of annual budgets, including the HRA levy.
  • Coordinate HRA and city housing activities with other agencies and programs to make additional resources available to residents and businesses.
  • Prepare, monitor and implement the annual budget for the Housing Choice Voucher Program.

Lead and supervise staff in a manner that inspires effective performance and advancement of city priorities.
  • Foster a respectful workplace and champion a culture of belonging and inclusion.
  • Provide effective management of day-to-day operations by hiring and retaining staff, assigning work and providing training.
  • Ensure high performance and service standards are met; set goals; and provide motivation, recognition or course correction. Complete regular performance evaluations and recommend pay adjustments or other recognition.
  • Manage budgets and resources in a cost-effective manner.
  • Work closely with supervisor to set strategy and provide leadership to advance city and department goals.
  • Participate in professional organizations and implement best practices.

Other duties
  • Develop and maintain positive working relationships with a variety of groups to implement city objectives.
  • Serve as the city liaison to various organizations, commissions and taskforces as appropriate.
  • Assist and back up supervisor, as needed.
  • Perform other duties as apparent or assigned.

Qualifications

Minimum Qualifications
  • Bachelor’s degree in housing, public administration, city planning or a related field or equivalent experience.
  • Five years of experience in housing, planning, public administration or a related field.
  • Previous experience with administering affordable housing programs, services or policy development.
  • Ability to effectively supervise others.
  • Must have thorough knowledge of state, federal and municipal regulations impacting affordable housing.
  • Must understand affordable housing funding programs and tools such as Tax Increment Financing (TIF), bonding and HUD Programs.
  • Must be able to develop and maintain positive and effective working relationships with staff, elected and appointed officials and the general public.
  • Must be an effective communicator, and able to listen, speak, write and deliver public presentations that motivate, inspire and persuade.
  • Demonstrated initiative and ability to work independently.
  • Ability to work flexible hours to attend evening or early morning meetings as required.
  • Ability to prioritize and manage multiple projects.
  • Demonstrated ability to perform in accordance with the City of Plymouth’s CIVIC values (customer focus, integrity, visionary, inclusion and connection) and comfort with supporting and advancing the city council’s strategic priorities.

Desired Qualifications
  • Master’s degree in economic development, public administration, housing, planning or a related field.
  • Federal affordable housing program experience, such as CDBG or HCV program, or other affordable housing programs.
  • Demonstrated knowledge of real estate, business needs and community marketing practices.
  • Knowledge of local, county and metropolitan housing and economic development issues and programs.

  • The employee must be able to lift/carry items from 0 – 10 pounds from 0 – 6 feet. Employee must be able to lift items such as files, binders, office equipment and building plans.
