Starting salary for this position: $53,414.40/Annual ($2,054.40/Bi-Weekly)*

Position Summary & Responsibilities
Position Summary:
This position serves as the Human Resources Manager for the Topeka Correctional Facility. This position determines the priorities of the facility in meeting all personnel and EEO/AA requirements established by the State of Kansas. Serves as adviser to the Warden and all division and department heads. Analyzes the impact of the personnel processes and procedures on the overall operation and assures the agency is effective and responsible in its administration and management of all personnel functions.
Job Responsibilities may include but are not limited to the following:
This position, while performing functions in areas of responsibility, will promote and support satisfactory and harmonious relationships among all staff of the facility.
Human Resource Management:
- Responsibilities include professional and technical work in general HR and personnel management in the areas of recruitment and selection, retention, performance management, classification, security clearance program, retirement, and other related HR processes and functions. Conducts annual performance reviews and recommends hiring and disciplinary action for subordinates. Analyzes, develops, implements and continuously improves agency procedures and department services for all personnel processes. Assures that all processes and procedures meet the needs of the agency and comply with state and federal laws and regulations and human resource practices. Generates letters/communications related to HR functions for the facility. Ensures compliance with federal employment laws (ADA, EEO, FLSA, FMLA, USERRA) and state civil service statutes, regulations and policies, as well as with the provisions of the unclassified service.
Employee Relations/Performance Management:
- Advises agency leadership and makes recommendations for appropriate employee relations in achieving HR goals. Responsible to maintain personnel records ensuring that current position descriptions and employee evaluations are completed. Notifies supervisors of delinquent evaluations. Ensures the ratings are entered into SHaRP and paper copies are filed in the employee’s personnel file. Administers the performance evaluation appeal process. Responds to questions from employees, supervisors, and managers on employee relations issues and works with Central Office HR Director and legal staff on any investigations of complaints or allegations of employee misconduct. Administers new employee orientation, exit interview and turnover analysis for LCF staff. Acts as the point of contact for IMPP 02-115 grievances. Monitors time frames to ensure grievances are processed in a timely manner. Prepares responses as directed or needed.
Benefits Administration:
- Coordinates and administers the benefits functions, including oversight of Health Insurance, KPERS, Life Insurance, and Deferred Compensation. Documents benefit enrollment, elections, and changes, including all necessary SHaRP entries, and distributes the same to benefit providers and the Dept. of Administration, as necessary. Completes necessary forms and provides information as requested for unemployment claims.
Executive Committee and Policy Committee:
- Serves as a member of the TCF Executive Committee. Participates in decision-making of all aspects of the agency’s operation (operations, programs, etc.) Contributes to the formation of facility policy and the development of the agency’s mission and goals as a member of the agency’s Policy Committee. Authors, revises and implements all facility personnel policies. Assists with annual budget process by participating in establishing agency goals, objectives and performance measures.
Miscellaneous:
- Represents the agency in hearings for Unemployment Insurance, Civil Service Board, Workers’ Compensation, Kansas Human Rights Commission, Equal Employment Opportunity Commission, and Return to Work. Testifies or provides affidavits on behalf of agency as requested or subpoenaed in investigations or court proceedings. Represents TCF at state human resource meetings and conferences, professional seminars, and at workshops presented by other state agencies or vendors. Assists with special projects as needed. Performs other duties as assigned.
Qualifications
Minimum Qualifications:
Three years of experience in planning, directing, organizing, managing or administering personnel or human resources functions. Education may be substituted for experience as determined relevant by the agency.
Preferred Qualifications:
Graduation from an accredited four-year college or university, including or supplemented by at least five courses in personnel, public or business administration, educational guidance or counseling, psychology, sociology, statistics, law or economics.
Knowledge of State and Federal Labor, EEO/AA standards and requirements.
Experience involving position classification, compensation, employee discipline, benefits, employment/recruitment, and/or labor relations.
Experience with People Soft Applications and specifically with the State of Kansas’ SHaRP system.
Knowledge of state laws, rules and regulations applicable to the Kansas Civil Service system.
Effective oral and written communication skills.
Ability to understand, interpret and apply laws, policies and regulations.
Ability to work effectively with others in a diversified workforce.
Analytical and problem solving skills.
Supervisory skills.
