What You'll Be Doing
Provide leadership and guidance for the development, implementation, management, and support of IT activities needed to meet department goals, initiatives, and business objectives.
Manage a team of IT specialists – both County employees and contractors – with varying technical knowledge and experience levels. Prioritize work assignments and coordinate activities to meet deadlines. Review staff’s work, provide guidance and mentoring, implement professional development, and evaluate performance.
Oversee the research, design, and development of business processes, programs, or applications that will meet specific department requirements. Oversee the testing, installation, deployment, and evaluation of processes and applications.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Develop and/or modify existing processes, procedures, policies, controls, and standards to improve operations and services or in response to changes to technology, requirements, guidelines, or regulations.
Develop strategies to ensure compliance with department/County data security policies and regulations; recognize, study, and seek solutions to resolve potential and real problems.
Recommend and purchase hardware, software, and professional services to support initiatives and business objectives; oversee the deployment, implementation, maintenance, use, and evaluation of IT equipment, hardware, software, and services purchased or contracted. Maintain an accurate account of equipment and supplies.
Manage a planned refreshment and replacement cycle and ensure continuity of computer and IT services for the department staff and public users.
Coordinate and collaborate with the County IT department (TEBS, Technology and Enterprise Business Solutions) to ensure compliance with County guidelines and regulations, and compatibility with County-wide systems.
Work closely with the department’s senior management team to ensure needs and priorities are met. Reports to the director.
Work to build strong teamwork relationships with other County departments, state and local jurisdictions, stakeholders, and customers.
Other related duties.
This position requires the ability to attend meetings or perform work at locations outside the office.
Minimum Qualifications
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences
Preference for interviews will be given to applicants with experience in the following:
A bachelor’s or master’s degree in computer engineering, Computer Science, Information Technology, or a related field.
Knowledge and experience working in a permitting operations environment, including enforcement systems and basic processes.
Knowledge of Infor Public Sector, Project Doc, Documentum, Oracle, Crystal Reports, and GIS.
Experience in contracting and procurement.
Experience managing a team of IT specialists.
Experience delivering high-level oral presentations and preparing high-level, detailed written reports.
Experience with change management and leading innovation using latest technology
