Title: Lead Facilitator – Title IV Student Aid Policy Development
Scope of Work:
Serve as the primary facilitator for the Department’s negotiated rulemaking process under Section 492 of the Higher Education Act (HEA). Guide multi-stakeholder discussions to develop consensus-based regulations related to Title IV student aid programs.
Key Responsibilities:
- Lead all negotiation sessions and public hearings (virtual or in-person)
- Design and refine negotiation protocols in collaboration with ED staff
- Conduct one-on-one interviews with committee members to understand key concerns
- Facilitate pre-negotiation orientation and develop meeting agendas
- Serve as the central point of contact for all communications and materials
- Review background documents and draft regulations
- Ensure all deliverables meet Section 508 accessibility standards
- Prepare high-level written summaries of each session
- Support consensus-building efforts between sessions
Requirements:
- Substantial experience in federal rulemaking facilitation, preferably Title IV-specific
- Demonstrated neutrality and ability to manage complex stakeholder dynamics
- Availability for virtual and in-person meetings in Washington, D.C.
- Familiarity with federal regulatory processes and compliance standards
- Familiarity with Section 508 accessibility standards for federal documentation
Job Type: Contract
Pay: $110.00 - $150.00 per hour
