About COAST Facility
The Climate and Ocean Adaptation and Sustainable Transition (COAST) Facility is a UK Government programme to strengthen coastal resilience and sustainable marine and coastal development in 4 focal countries in Southeast Asia and East Africa.
We operate through an integrated delivery platform that connects national systems with provincial and community-level implementation. It brings together a coordinated portfolio - combining grants, technical assistance, and programme support - to deliver practical results and generate approaches that can be sustained and scaled through government systems.
Our integrated methodology is founded on five core delivery principles to ensure a high standard of programme and activity management tailored to the complexity of COAST. Our core principles are a holistic approach, community-centred solutions, collaborative partnerships, legacy and sustainability, and learning and adaptation.
COAST Facility is delivered by a consortium of organisations led by DAI Global UK Ltd., which is responsible for overall programme delivery. DevLearn is the MEL Partner for COAST Facility.
Overview of the role
- This role is full-time.
- This role in based in Manila at the COAST Facility Philippines offices with occasional in-country field travel required.
- This role is open to Philippines nationals only. Applications from candidates of other countries will not be reviewed.
The MEL Manager is a key role within the COAST Facility programme, responsible for implementing Monitoring, Evaluation, and Learning (MEL) systems in the Philippines.
The MEL Manager performs both country-level and programme-level work. At country level, the MEL Manager is responsible for the implementation of COAST Facility’s MEL framework and system. This includes managing the MEL system, facilitating learning, supporting adaptive management, and fulfilling all monitoring and reporting requirements. At programme level, the MEL Manager is responsible for ensuring adherence to COAST Facility reporting cycles, preparing accurate and timely country-level data for this purpose, and contributing to programme-wide learning and adaptive management.
Person specification
The MEL Manager requires technical expertise and strengths in:
- MEL: Proven experience in implementing MEL systems at the project or programme level.
- Data management: Proficiency in data collection, analysis, and visualization tools.
- Capacity building: Experience in training teams to integrate MEL practices into programme delivery.
- Communication: Strong interpersonal skills to work with a varied set of national and international stakeholders. Proven experience working with the private sector.
- GEDSI knowledge: Understanding of Gender, Equity, Disability, and Social Inclusion (GEDSI) principles and an interest in their application in MEL systems.
- Organizational

- Ability to manage multiple priorities and deliver results in a dynamic, multi-stakeholder environment.
Key responsibilities
System implementation
- Support the periodic adjustment of the country-level programme logic, in alignment with the overall programme Theory of Change.
- Support the development and periodic adjustment of portfolio-level logframe targets.
- Implement country MEL systems to meet monitoring, learning and reporting requirements, in collaboration with the MEL Lead and the wider MEL team.
- Lead partner onboarding to the COAST Facility MEL system, ensuring partners can apply guidance and tools provided and are able to meet MEL obligations.
- Support internal and external evaluations of COAST Facility Philippines.
Capacity development
- Support MEL capacity development within the country team and delivery partners, working with the MEL Lead to identify needs and implement activities.
- Participate in capacity development activities intended for MEL Managers.
Learning
- Support portfolio management and structured learning, including through periodic country portfolio and project performance reviews.
- Lead the development of country-led learning plan, in coordination with the MEL Lead.
- Contribute data and insights from the country portfolio to country-level and programme-wide learning processes and activities.
- Contribute to the development of knowledge and communication products drawing from the country portfolio, in coordination with relevant colleagues, including the MEL Lead and wider MEL team, the GEDSI and Safeguarding Advisor, and communications colleagues.
Reporting
- Ensure timely preparation, submission and analysis of high-quality country-level monitoring data from delivery partners and narrative reports, aligned with COAST Facility reporting cycles, quality standards, and deadlines.
- Collaborate with the MEL Lead to integrate country-level findings into programme-wide reports, demonstrating progress, impact, and lessons learned.
Reporting structure
This position operates within a matrix management framework to ensure both operational alignment and technical rigor:
- Primary Reporting Line: The MEL Manager reports directly to the Country Team Lead, who provides overall guidance on work priorities, resource allocation, and alignment with country-level strategies.
- Technical Oversight: The MEL Manager receives technical oversight and quality assurance from the MEL Lead (PMU), who ensures adherence to MEL frameworks, methodologies, and quality standards. The MEL Lead also provides technical support, capacity-building, and feedback on deliverables related to MEL.
