SUMMARY
The Newcomer Program Teacher plays a vital role in supporting recently arrived students as they transition into a new educational and cultural environment. These students require specialized instruction in English language development as well as social-emotional and academic support. While strong curricula, wellresourced classrooms, and collaborative school communities are important, the success of a newcomer program is contingent upon the dedication, cultural responsiveness, and instructional expertise of the teacher.
PRIMARY DUTIES AND RESPONSIBILITIES
- Deliver English Language Development (ELD) instruction aligned with federal, state, and district guidelines, and consistent with the ELD Handbook. Focus instruction on the needs of newcomers, with attention to acculturation, social language, and foundational academic language.
- Using available district-supported platforms, develop and implement an EL instructional plan that provides daily language development appropriate to each student’s English proficiency level. Maintain accurate documentation of instruction and progress, ensuring compliance with state and district regulations.
- Coordinate with general education teachers to support students’ access to grade-level curriculum. Share strategies and provide resources to integrate language supports across subjects.
- Contribute to MTSS/data review meetings for newcomer ELD students. Gather and share data on language acquisition and academic progress to inform decisions and interventions.
- Engage in the ELD reclassification process by monitoring language development and academic readiness. Collaborate with staff and families to support transitions into mainstream or integrated ELD programming.
- Serve as the primary point of contact for families of newcomer students regarding the ELD program. Explain services and keep families informed through regular progress reports and conferences.
- Maintain regular communication with the Principal, Reading Specialists, and other support staff. Discuss student progress, instructional practices, and emerging needs of the newcomer population.
- Attend meetings and training sessions specific to ELD and newcomer instruction. Remain current with best practices in language development and culturally responsive pedagogy.
- Perform all other responsibilities as assigned by the Director of Pupil Services, district-wide ELL Specialists, or Principal, including supporting school-wide initiatives that impact English learners.

QUALIFICATIONS
Knowledge and Skills:
Knowledge of content and pedagogy skills in planning and preparation, establishing and maintaining a purposeful learning environment. Skill in delivering instruction, engaging students in learning and assessing and evaluating students. Ability to communicate clearly with students, parents and other district employees.
Abilities:
Problem solving, imagination, patience, reasoning, creativity, judgment, and analytical abilities.
ELD- Newcomer Program Teacher Education and Experience: Bachelor's degree in education (Master’s degree preferred). Pennsylvania teaching certification (Grades K-6, PK-4, Grades 4-8) and ESL Program Specialist certificate. A minimum 3 years of experience as a classroom teacher and demonstrated experience instructing English Learners.
Pay Rate : $58,639 - $92,815 (based on highest earned degree and years of experience)
Hours: 8:35am - 4:05pm
