Bilingual Non-Attorney Advocate
Job Description
Greater Bakersfield Legal Assistance, Inc. (GBLA) seeks a Bilingual Non-Attorney Advocate to join our Kern Health Consumer Center. Under the supervision of the Project Supervising Attorney, the Consumer Health Advocate will be responsible for providing one-to-one technical assistance and support to low-income families to ensure immediate access to quality healthcare, responsible for providing education and community outreach on enrollees’ right to file grievances, appeals, and requests for independent medical reviews. The Consumer Health Advocate will monitor HMOs throughout the county to detect problems with the grievance and appeals process and provide culturally appropriate and linguistically sensitive services focusing on vulnerable individuals such as those with disabilities and limited English proficiency.
Duties and Responsibilities
1. Help both insured and uninsured consumers navigate their health insurance coverage options.
2. Screen consumers for program eligibility and provide advocacy and referrals.
3. Assist consumers with enrollment into health care coverage or with transitioning into health care coverage.
4. Conduct home visits when necessary.
5. Conduct case management on each individual case and enter data into the database.
6. Provide consumer accompaniment and advocacy to public agencies when needed.
7. Provide information about and assist consumers with filing complaints and appeals with the external appeal or grievance process of a group or individual health plan, health insurance issuer, or public health coverage program, including assistance with filing external appeals or grievances with the applicable external review entity or regulator.
8. Provide consumer education and information about health coverage options available in the State of California.
9. Provide consumer education and information about the Affordable Care Act (ACA) including education about the California Health Benefit Exchange.
10. Conduct outreach presentations at school meetings, community groups, collaborative meetings, and other field presentations.
11. Other duties as instructed by the supervisor or management
Qualifications:
BA degree preferred, but will consider other candidates who exhibit leadership qualities and who exceed minimum qualifications
- Bilingual (English / Spanish)
- Experience with public benefits
- Must have a desire to improve health outcomes for low-income populations
- Experience in the HMO/Medi-Cal grievance and appeals process
- Experience with Medi-Care
- Experience with Covered California
- Must be assertive with demonstrative leadership qualities
- Must be dependable and reliable
- Must exhibit superior interpersonal, oral and written communications and ability to communicate with a broad audience
- Must have own transportation, California driver’s license, and proof of insurance
- Must be able to work a flexible schedule including evening and weekends
- Must have experience outreaching to diverse individuals and groups
- Must be computer literate, knowledge of Word, Excel and Outlook
- Other duties as assigned.
Job Type: Full-time
Pay: $22.00 - $25.00 per hour
