Emerging Tech is seeking a Change Management Specialist to join our State & Local Programs team! This role will support the New York City Department of Education (DOE) as it implements a variety of new IT systems, tools, and digital workflows. The Change Management Specialist will lead efforts to assess organizational impact, ensure user readiness, and implement structured communication and training strategies that drive successful adoption. The ideal candidate is a strategic and empathetic change leader with deep experience in guiding large organizations through technology-enabled transformations. They understand the human side of change and bring proven success in stakeholder engagement, resistance management, end-user training, and cross-functional collaboration.
Responsibilities and Duties
- Develop and execute change management strategies that align with IT system rollouts and digital transformation initiatives across the NYC DOE.
- Conduct impact analyses on users, roles, and workflows to understand how new technology will affect daily operations.
- Assess organizational readiness for each phase of IT implementation and develop stakeholder-specific readiness plans.
- Partner with technical teams, training leads, and DOE leadership to translate system changes into actionable training and communication strategies.
- Create and execute targeted communication plans to keep users, school leaders, and DOE staff informed and engaged throughout the change lifecycle.
- Design, coordinate, and/or deliver training and support resources tailored to various end-user groups with different levels of technical proficiency.
- Identify and mitigate resistance to change by working directly with stakeholders and frontline staff, incorporating feedback loops and issue tracking.
- Facilitate user acceptance testing (UAT) and support the incorporation of user feedback into rollout and support materials.
- Monitor change adoption and provide ongoing support post-implementation, including follow-up training, office hours, and user help resources.
- Track, document, and report on key performance indicators (KPIs) that measure adoption, engagement, and end-user satisfaction.
- Contribute to the continuous improvement of change management processes for future IT initiatives.
Qualifications and Skills
- 6+ years of experience in change management, organizational development, or related field, preferably in a public-sector or education setting.
- 6+ years of experience applying change management methodologies (e.g., Prosci, ADKAR, Kotter) to IT projects or system implementations.
- Strong understanding of enterprise technology environments and how end-user workflows are impacted by digital change.
- Excellent communication and presentation skills, including experience preparing stakeholder-facing materials and reports.
- Experience developing and delivering training programs tailored to non-technical users.
- Proficiency with Microsoft Office (Word, Excel, Project, Visio, SmartSheet) and Google Suite.
- Demonstrated ability to manage risk, coordinate across departments, and adjust plans in response to stakeholder needs.
Work Environment & Benefits
- Work Environment: Remote flexibility, with occasional travel required to New York City DOE offices and school sites.
- Annual Salary: $75,000 to $85,000 (based on experience and certifications)
