Summary

Public Health – Seattle & King County is seeking a Payroll Administrator II to perform lead responsibilities and support to the other payroll team members including the payroll supervisor -ensuring consistency, perform audits of hours reported and paid comply with all CBAs, Personnel Guidelines/Code, State & Federal Laws for example the Federal & State Labor Act (FLSA).

Due to our multiple 24 hr. facilities and numerous variations of overtime rules within our 11 Collective Bargaining Contracts audits on a regular basis are an essential requirement. Additionally, the Administrator II is responsible for the auditing of all employee-entered and supervisor-approved timesheets to ensure they also comply with all Federal & State Laws, King County rules and regulations including CBA language. This process includes running PeopleSoft queries to audit for any issues they may cause system errors and/or employees not being paid accurately, such as project coding resulting in an exception, when projects are no longer active in the financial system; and employees use the wrong OT, premium coding, etc.

If selected, you will routinely pull requested payroll data to provide reports with program specific information which includes but not limited to the number of hours, earnings within a specific time period (quarterly, semi-annually, etc.), type of hours (work, leave, OT, leave without pay) and including project accounting information. In addition to program/division specific information, on a regular basis and/or as requested.

Work Schedule

Monday through Friday, 8 hours per day, with a flexible work schedule in line with the position’s needs. This position is Non Exempt and subject to the provisions of the Fair Labor Standards Act.


Work Location

Chinook Building, located at 401 5th Ave, Seattle, WA 98104.


Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Provide support, instructions, information, and training to management/supervisors and employees on current payroll related policies and procedures
  • Make required decisions on interpretation of data from various sources, policy, and the law
  • Support Payroll Supervisor and Payroll Specialists with all issues regarding payroll processing
  • Application of all policies, rules and regulations including our multiple union contracts. This support includes: one on one with employees, supervisors, as well as group trainings as needed.
  • Responsible for the reviewing and auditing of all employees entered and supervisor approved timesheets to ensure they comply with Federal & State Laws, King County rules and regulations, including CBA language
  • Data collection of PeopleSoft queries to audit any issues that may cause system errors and/or employees not being paid accurately
  • Provide reports to divisions and auditors reflecting financial coding; including hours charged and amount paid to specific projects
  • Responsible for data collection, analysis, and processing of transactions in PeopleSoft
  • Running of reports and queries, including significant analysis to ensure accuracy
  • Maintain and as needed, implement new payroll policies and procedures. Also, provide information and instructions on any new or changed policies and procedures
  • Entering payroll information related to time entry into PeopleSoft
  • Set-up and maintain filing and record keeping systems and updating multiple seniority lists
  • Process employment verification requests
  • Verify employee attendance to accurately calculate employee pay variances in accordance with the corresponding collective bargaining agreement
  • Act as the subject matter expert for the payroll unit

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Experience entering and auditing information using PeopleSoft
  • Experience working in a detail-oriented environment
  • Experience performing audits and information requests
  • Experience with multiple Collective Bargaining Agreements
  • Customer service skills verbally, in writing, and at times with upset employees
