Assists in the development and execution of assignments encompassing professional payroll activities, including generation, reconciliation and recording of the County's semi-monthly payroll; advises on payroll laws and regulations, policies and procedures; and performs other related duties.Examples of Duties:

- Assists Payroll Specialists in processing the County's payroll from receipt of timesheets through processing and printing of payroll checks and reports;
- Performs analytical review and verifies the accuracy of employee data and/or payroll claims to ensure completeness of documentation received from the various departments;
- Develops and maintains database and payroll information systems operating and statistical reports, analyzes and verifies the accuracy and completeness of reports;
- Ensures timely submission of reports and payments to various agencies and/or financial institutions (i.e., Retirement, medical, Federal, and State taxes withheld, flexible spending, bank deposits, etc.).
- Reviews payroll policies and procedures and makes recommendations for improvement;
- Drafts procedures and guidelines as assigned;
- Reviews, researches discrepancies, and processes payroll in compliance with State and Federal laws and collective bargaining provisions;
- Advises departmental payroll or fiscal officers on payroll, voucher or contract issues and provides options for problem resolution;
- Maintains variety of programs on a personal computer;
- Performs complex office automation duties requiring different approaches and methods from one assignment and/or program to another;
- May provide user training as necessary to employees on payroll applications;
- Determines best solution and makes recommendation to supervisor on corrective measures;
- Executes office automation functions such as storing and retrieving electronic documents or files, using electronic mail and information systems;
- Prepares statistical and operational reports;
- May supervise subordinates as assigned; and
- Performs other related duties as assigned.
Minimum Qualifications:
Training and Experience:
A combination of education and experience substantially equivalent to graduation from high school; and
four (4) years of specialized work experience.
Qualifying Specialized Work Experience:
Responsible technical and sub-professional work experience in payroll that included the processing of payroll involving the review, interpretation and application of payroll laws and regulations, policies and procedures, and pertinent provisions of the collective bargaining agreements in the performance of these duties.
