TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a limited term probationary vice appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Examples of Duties
1. Directs and coordinates the systemwide data governance program to enhance the availability and accessibility of consistent and high-quality data for management alignment, reporting and decision making. Leads, collaborates with, supports and monitors data stakeholders to meet state and federal requirements for data reporting, quality and security. Serves as data governance liaison to other disciplines and inter-agency programs when necessary. Directs state office communication for data governance-led and data-related matters and maintains governance records. Keeps abreast and applies knowledge of best practices, research, policy and procedures related to data governance including data management, privacy and confidentiality.
2. Directs and coordinates strategic data use to promote the use of data for reporting and decision making. Leads, collaborates with, and supports education leaders and stakeholders in using and applying data through analysis, issue resolution, communication including data visualization, presentation, professional development, training, and policies, standards and guidelines. Keeps abreast of and applies knowledge of best practices, research, policy and procedures related to strategic data use, analysis and communication.
3. Leads and supervises staff responsible for data governance and analysis. Facilitates collaboration of staff and stakeholders including within the branch, within office, among offices, with schools, and with other stakeholders.
4. Oversees the approval process for requests of data and to conduct research and evaluation of education, and coordinates the delivery of the data as determined by the process. Reviews applications or proposals to conduct survey or research projects in the schools, and based on discussions with appropriate subject matter staff, formulates and recommends action and correspondence.
5. Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a master's degree in education administration, public administration, business administration, or any other related fields.
Desired Education: Graduation from an accredited college or university with a master's degree in educational psychology or with specialization in any other field of education which included coursework in data and statistics in education and measurement and evaluation.
Education Substitutions: Two (2) excess years of directly relevant experience may be substituted for the required master’s degree. For example: If a candidate has a bachelor’s degree but no post-graduate work, it will be acceptable to substitute two years of directly relevant work experience for the master's degree. The relevant work experience must be in a role of responsibility and specifically in the area of data governance, management or analysis, as described in the position description.
Experience: Nine (9) years of responsible professional work experience in education, of which five (5) years shall have been in program planning including two (2) years of supervision of professional staff in related functions.
Desired Experience: Of the requirements above, professional experience in data management, analysis, reporting, and use in education and experience working with schools on state/federal programs is preferred.
Experience Substitutions :
1. Overall professional work experience: A doctoral degree in education, educational psychology, or closely related field can be substituted for three (3) years of work experience (but not towards experience in an education program, agency or system). Part-time, relevant, continuous professional experience may be counted based on FTE.
2. Experience in education: At least two (2) years of professional experience must be in an education program, agency, or system at any level (early childhood, K-12, or higher education). The remaining three (3) years of experience in an education program, agency, or system can be substituted with five (5) years of progressively responsible experience in complex organizations (non-education) working specifically on issues related to key functions of the office.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge: Foundations of curriculum and instruction; instructional media and computers; tests and measurements; principles of learning and individual differences; principles of learning and individual differences; educational statistics; theory of measurement and evaluation; design and evaluation procedures in educational research; research developments, trends and current issues or problems pertinent to subordinate program areas; emergent trends and research-based practices in education and related to areas of responsibilities; planning methodologies; program and fiscal evaluation; laws, rules, regulations and administrative procedures pertinent to subordinate program areas; principles and practices of supervision and management.
Methods of analysis relevant to educational administration and improvement (statistics, measurement, evaluation); management of educational data; systems change; high-level process analysis and design; data architecture and the design of business rules for data collection, integration, cleansing and reporting, systems design and development process, including requirements analysis, pilot testing, evaluation and operational management; leads Department and external partner agencies in ongoing efforts to improve the quality and comprehensiveness of data collection and reporting efforts as well as the timeliness of reporting and usefulness to end users.
Ability to: Project management and facilitation; communicate effectively with others both orally and in writing; secure and administer grants and/or contracts; develop and manage a budget; supervise and develop staff; organize and lead teams; resourceful, entrepreneurial and effective in a leadership role (e.g., starting up new initiatives, developing and maintaining partnerships with stakeholders); develop and facilitate training; analyze and communicate data effectively to define and advance strategic goals and directions of the organization, as well as to evaluate programs; maintain awareness of developments pertinent to subordinate programs.
Apply quantitative and qualitative research methodologies, statistics, data analysis, and reporting; lead data quality, collection, reporting and visualization efforts; leads the Department and external partner agencies in ongoing efforts to improve the quality and comprehensiveness of data collection and reporting efforts as well as the timeliness of reporting and usefulness to end users.
Supplemental Information
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $124,812.
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
