The Department of Revenue has an exciting career opportunity available to join the Property Tax division as a Property Appraiser (Property & Acquisition Specialist 4) on the Utility Valuation team. If you have experience appraising property as a County Assessor’s employee or as a real estate analyst, this position could be a great fit for you.
This position will be located in Tumwater or Tacoma.
As the Railcar Property Appraiser, your primary role will be the valuation and assessment of all Private Railcar fleets that travel through Washington State. In addition, you will work closely with taxpayers and other stakeholders to defend your valuations and ensure compliance with all reporting requirements. You will also be trained to assist other appraisers with increasingly complex public utility appraisals.

Duties
Some of your other responsibilities will include:
- Planning, coordinating, appraising, reporting, apportioning, and defending personal property valuations of inter-county private railcars, including developing, updating and publishing annual reports online for private railcar companies.
- Assisting other appraisers in completion of inter-county public utility appraisals.
- Working with key utility databases and systems to ensure accurate records are stored and generated.
- Attending the annual Unitary Appraiser School training sponsored by the Western States Association of Tax Administrators.
Qualifications
Bachelor's degree involving major study in business or public administration, finance, real estate, economics, accounting, or related field AND three years of experience in activities such as appraising and/or auditing real and/or personal property, non-residential property management, corporate finance, or selling, leasing, or buying commercial real estate.
OR
One year of experience as a Property & Acquisition Specialist 3.
Additionally, a Property and Acquisition Specialist 4 is expected to have "intermediate" level competencies in the areas of:
- Written and verbal communications.
- Interpersonal skills.
- Planning and organization.
- Research, analysis, and problem solving.
- Leadership and teamwork.
- Knowledge and technical requirements about the methods and techniques applicable to the valuation of complex properties.
Intermediate level means the position must apply the competencies consistently to perform common tasks.
Note - Additional qualifying experience may be substituted for the Bachelor's degree.
Preference will be given to those that possess the below qualifications
- WSATA Unitary Appraiser Certification.
- State of Washington Ad Valorem Real Property Appraiser Accreditation.
- Certified General Appraiser License.
- Advance Skills using Microsoft Excel or other MS Office Applications.
