The State Highway Administration’s (SHA) Office of Traffic and Safety (OOTS) is currently recruitingfor a Procurement Officer (Administrator II) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work:
The main purpose of this position is to support the Office of Traffic and Safety (OOTS) - Contracts and Finance Division (CFD) in procurement, administrative capacity, and equipment and fleet budget management under the direct supervision of a Team Leader. This role involves soliciting, evaluating, and preparing award documents for Small Procurements under $100,000, as well as assisting the Team Leader in developing commodity and service contracts exceeding $100,000 to support the operations of OOTS and other Maryland SHA Offices. Additionally, the position conducts internal audits of invoices, monitors contract usage, and maintains recordkeeping system. It also involves compiling information and making recommendations for process improvement to management.


This position also serves as OOTS liaison with the Office of Finance (OOF) for annual physical fixed asset inventory, creating requisitions, purchase orders, Blanket Purchase Order (BPO) activation and invoice processing at OOTS. It liaises with the Office of Procurement and Contract Management (OPCM) for small procurements and initiation of commodity contracts for use by the sign and signal operations, as well as with the Office of Maintenance (OOM) Hanover Auto Facility for monthly fleet usage reports, E-ZPass, and equipment transfers.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of experience in administrative staff or professional work.


Selective Qualification:
Two and one half (2 1/2) years of the required experience must have involved contract management or procurement experience, ensuring compliance with governmental procurement laws, regulations, and conditions

  • A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
