Position Summary: The Program Director provides strategic leadership and day-to-day oversight of all programmatic activities related to the administration of Ryan White HIV/AIDS Programs (RWHAP). This includes managing HRSA, HUD, and state-funded programs, ensuring compliance with federal and state guidelines, overseeing subrecipients, and aligning services with evolving public health priorities. The Program Director supervises internal staff and acts as the designated Project Director (PD) for HRSA-funded initiatives.
Essential Responsibilities:
- Oversees the daily administrative operations of the office.
- Supervises and supports program staff.
- Serves as the Project Director (PD) for RWHAP programs directly funded by HRSA as the lead accountable person for successful program implementation, compliance and performance and is responsible for the day-to-day aspects of the programs.
- Serves as the Program Manager for the Texas Department of State Health Services (DSHS) administered grants.
- Develops and maintains the Ryan White Part C and D partner networks.
- Leads the development and submission of grant applications, progress reports, and budget justifications.
- Maintains current knowledge of federal and state HIV care policies and integrates them into operational practice.
- Collaborates with the Executive Director to execute subrecipient contracts, monitor expenditures, and allocation of funds to meet established targets.
- Oversees subrecipient performance, including subrecipient monitoring site visits, subrecipient contractual requirements, reporting, and providing technical assistance.
- Supports local planning processes such as request for proposals (RFP) development, needs assessments, funding allocation, Ryan White Planning Council collaboration, and service optimization.
- Develops and disseminates policies and procedures to internal staff and subrecipients.
- Performs other duties as assigned by the Executive Director.
Additional Requirements:
- Occasional in-state or out-of-state travel may be required.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- Effective facilitation, team leadership, and community engagement capabilities.
- Ability to manage multiple priorities, meet deadlines, and respond to emerging needs.

Pay: From $74,000.00 per year
