Global Detroit seeks an Opportunity Neighborhoods Program Manager I to project manage complex projects and launch and manage neighborhood-scale programs that advance our mission of immigrant-inclusive economic development. Global Detroit’s Opportunity Neighborhoods program strengthens Detroit by connecting residents and business owners in immigrant neighborhoods with homeownership and home repair programs, foreclosure prevention, small business support, community engagement opportunities and other resources they need to put down roots and thrive.

Reporting to the Director of Opportunity Neighborhoods, this role demands a proactive and results-oriented individual capable of taking ownership of the entire project or program lifecycle, from ideation to successful implementation, evaluation, and completion. The Program Manager will be responsible for developing comprehensive project plans, meticulously managing budgets and timelines, serving as the project manager of project and programmatic teams, and ensuring projects are delivered on time, within budget, and to the highest quality standards. This role requires a strong emphasis on culturally responsive community engagement, proactive risk management, clear communication with diverse stakeholders, and a commitment to achieving impactful outcomes.
Candidates must also demonstrate a commitment to diversity, equity, and inclusion; possess the ability to perform in multicultural settings; and exhibit cultural competency with a range of diverse stakeholders.
The ideal candidate will also bring an emerging understanding of a diverse portfolio of programs, including but not limited to: initiatives focused on Economic Development, Small Business Development encompassing technical assistance, access to capital, and entrepreneurial support; and Community Engagement strategies, including building strong stakeholder relationships, fostering inclusive participation, and designing programs that meet community needs.
Responsibilities
As a Program Manager I, you will be responsible for the full lifecycle management of asset-building neighborhood initiatives. Your key responsibilities include:
60% Project Management:
- Project Planning & Scoping: Lead the definition of project scope, objectives, and deliverables, translating strategic goals into actionable project plans. Develop comprehensive work breakdown structures (WBS), and resource allocation plans.
- Budget & Timeline Adherence: Meticulously manage project expenditures against approved budgets, track financial forecasts, and ensure all project activities adhere to established timelines and critical paths.
- Project Management & Coordination: Effectively lead, motivate, and coordinate cross-functional project teams, assigning specific tasks and tracking individual progress to ensure timely completion of deliverables. Foster a collaborative and productive team environment.
- Resource Management: Identify, secure, and efficiently manage all necessary project resources, including personnel, technology, tools, and materials, optimizing their utilization throughout the project lifecycle.
- Performance Monitoring: Implement robust monitoring systems to track project progress, milestones, and deliverables. Proactively identify any deviations from the plan and implement swift corrective actions to maintain project integrity and quality standards.
18% Reporting Management:
- Stakeholder Reporting: Prepare and deliver clear, concise, and accurate project status reports to the Associate Director, Executive team, internal teams, and other relevant stakeholders. This includes providing regular updates on progress, challenges, and key decisions.
- KPI Tracking & Analysis: Impalement key performance indicators (KPIs) relevant to project success and organizational objectives. Analyze data to provide insights into project performance and inform decision-making.
- Grant Reporting Support: Contribute relevant programmatic data, narrative sections, and financial summaries for grant-specific reports, ensuring accuracy, compliance, and timely submission to funders.
- Documentation Management: Maintain comprehensive and organized project documentation, including project charters, change logs, decision matrices, meeting minutes, and post-mortem reports.
15% Relationship Management with Partners and Stakeholders:
- Stakeholder Engagement: Establish and cultivate strong, collaborative working relationships with a diverse range of stakeholders, including internal departments, external community partners, funders, and government agencies.
- Partner Coordination: Facilitate effective communication and coordination with project partners, ensuring alignment on goals, roles, responsibilities, and integrated efforts for seamless project execution.
- Expectation Management: Proactively communicate project scope, status changes, potential impacts, and outcomes to all stakeholders, ensuring expectations are clearly set and managed throughout the project lifecycle.
- Feedback Integration: Actively solicit and integrate feedback from partners and stakeholders to inform project adjustments, foster continuous improvement, and enhance overall project outcomes.
- External Representation: Serve as a primary point of contact for assigned projects, professionally representing Global Detroit in external interactions, meetings, and forums.
7% Organization-wide meetings, training, and general support
Required Skills and Experience
To fulfill this role successfully, we are looking for candidates with the following:
- Minimum bachelor’s degree in business administration, urban planning, community development, or a related field
- Minimum of 2-3 years of progressive experience in project management, with a proven track record of successfully leading complex projects
- Emerging experience in project management, with the ability to develop and manage project plans, set and manage competing priorities, operationalize budgets, and coordinate timelines and activities
- Demonstrated team management skills and experience with the ability to motivate, coordinate and support a team that does not directly report to you
- Strong analytical and problem-solving skills, with a proactive approach to risk management
- Exceptional written and verbal communication skills, with the ability to effectively communicate with diverse stakeholders
- Strong organizational skills and meticulous attention to detail
- Strong ability to build relationships; outgoing and engaging with great interpersonal communication skills
- Demonstrated experience in community engagement and working with diverse communities
- Proficiency in project management software and standard office applications
- Flexibility and openness to adjust to a fast-paced and evolving workplace
- Self-starter, ability to multitask, and manage demands on time
- Exhibits cultural competency with a range of diverse stakeholders including immigrants and other historically marginalized communities
- Ability to attend after-hours events and travel, as needed
- Able to make decisions, while remaining adaptable in a fast-paced and evolving workplace
Desired Skills and Experience
- Master’s degree and/or commensurate experience in urban planning, community development, economic development, business administration, or small business development
- Knowledge of Michigan’s business, economic development, and community development ecosystems
- Comfortable giving presentations and adapting messages for diverse audiences
- Ability to apply a racial equity and inclusion lens to project planning, community engagement, and performance analysis, in support of ensuring inclusive outcomes and reducing systemic disparities
- General knowledge of U.S. immigration policy is a plus
- Foreign language abilities and international cultural experiences are a plus

Salary and Benefits
This position is a full-time (40 hours/week) salaried position. Salary will range between $42,350 and $52,000 per year, depending on experience, and will include benefits. The Global Detroit team is currently working remotely, but this position will ultimately be based in Detroit, with the option for hybrid hours (partial office time, partial remote).
Global Detroit offers a comprehensive health care plan, including vision and dental; a retirement plan with a 2% employer contribution; 16 days of PTO for starting employees and 13 paid holidays. Global Detroit employees also enjoy time off for a winter break between Christmas and New Year's Day.
