We're looking for a strategic Program Manager to serve as the primary point of contact for the contract which supports a government agency in the northern Virginia area. The PM is vested with the authority to meet all contract requirements, including direct access to senior corporate management to secure necessary project resources in a timely manner. The PM ensures quality, content, and prompt delivery of all tasks and contractual deliverables while adhering to the government agency's schedules and timelines.

RESPONSIBILITIES

Sponsor Liaison
  • Act as the primary contact for the government agency, specifically interfacing with the Contracting Officer (CO), Contracting Officer's Technical Representative (COTR), and Sponsor Task Managers (GTMs).
  • Keep the agency informed on all matters related to the contract, including cost, schedule performance, security, and staffing.

Mission Awareness
  • Maintain a thorough understanding of the agency's mission.
  • Stay apprised of requirements and programmatic changes to ensure effective support.

Product Delivery
  • Ensure timely delivery of high-quality products that meet all agency schedules and timelines.

Contractor Staff Management
  • Manage contractor staff supporting the c ontract, including:
  • Maintaining required staffing levels of qualified personnel to ensure effective contract performance .
  • Filling vacant positions within contract timelines to minimize mission disruptions.
  • Implementing and managing onboarding activities for new personnel to ensure a smooth transition.
  • Identifying and scheduling technical personnel for assigned tasks to meet mission deadlines.
  • Ensuring personnel maintain the required expertise and competency , staying current with rapidly evolving technologies.

Project Management
  • Perform project managerial duties, including:
  • Tracking, managing, and controlling costs (including labor hours for level-of-effort work) to ensure effective contract performance and minimize cost overruns.
  • Coordinating and participating in quarterly Project Management Reviews (PMR) to foster open communication and collaboration with the agency.
  • Managing subcontractors to ensure all contract requirements are met.

Reporting and Scheduling
  • Prepare and deliver Monthly Contract Status Reports (MCSR) (CORL 005) for the contract using the agency-provided format, due initially 30 days after contract award and by the 15th calendar day of each subsequent month. The MCSR shall include:
  • Planned versus actual expenditures (dollars and labor) and variances from the baseline plan.
  • Contract Summary, including program risks.
  • Contract Management Summary.
  • Financial/Summary, including staffing status, position status, and resource arrivals/departures.
  • Ensure all critical activities, milestones, and dependencies are documented in the an Integrated Master Schedule (IMS), explaining the methodology for documentation and the process for maintaining the IMS.
  • Analyze and track schedule data, describing tools and techniques used to monitor alignment with project objectives .
  • Compare actual schedule data with the planned schedule, report discrepancies, identify causes for variances, and implement corrective actions.
REQUIREMENTS
  • TS/SCI clearance required, including additional security screenings
  • Proven experience as a Program Manager supporting government contracts, preferably with a federal agency.
  • Strong understanding of project management principles, including cost control, schedule management, and risk mitigation.
  • Demonstrated ability to manage and lead contractor staff, including onboarding, scheduling, and maintaining technical expertise .
  • Excellent communication and interpersonal skills to serve as the primary liaison with government stakeholders.
  • Experience with schedule tracking tools and methodologies, including Integrated Master Schedules (IMS).
  • Ability to produce detailed, accurate , and timely reports in accordance with government requirements.
