We are seeking a highly qualified Program Manager to lead the overall execution of a multi-award Blanket Purchase Agreement (BPA) with the U.S. Department of State. This role requires a seasoned leader with extensive program and contract management experience, the ability to manage multiple task orders, and proven success in leading high-performing teams under federal contracts.
Program Manager Key Responsibilities:
- Provide strategic oversight and day-to-day management of the BPA and all associated task orders.
- Serve as the primary point of contact for the Government Contracting Officer (CO) and Contracting Officer's Representative (COR).
- Act as liaison between the Government COR and contractor team to ensure seamless communication and coordination.
- Oversee and execute all transition activities, ensuring timely and effective onboarding and offboarding of personnel.
- Ensure resource availability, staffing, and task order alignment with BPA terms and mission objectives.
- Monitor and evaluate contract performance to ensure compliance with BPA terms and delivery of high-quality service across all orders.
- Resolve escalated or unresolved performance issues beyond the task order level.
- Lead the recruitment, vetting, onboarding, and retention of qualified personnel aligned with labor category requirements.
- Ensure all candidates meet minimum qualifications and clearance/background check requirements.
- Ensure vacant positions are filled within 30 calendar days to prevent disruption of service to the Government.
- Supervise Task Order Managers and ensure consistent quality assurance across labor categories.
- Lead regular status meetings, reporting, and submission of contractual deliverables.
- Respond to communications from the CO and COR within 24 hours.
- Manage BPA record-keeping and oversee all contract documentation.
- Ensure timely submission of invoices within 7 business days following the end of each month.
Program Manager Required Qualifications:
- Must be an employee of the prime contractor (One Federal Solution).
- Bachelor's Degree from an accredited university (required).
- Project Management Professional (PMP) Certification (required).
- 10+ years of experience in program or contract management, preferably in federal government environments.
- Proven leadership, communication, and client relationship management skills.
- Excellent command of English – ability to read, write, speak, and understand fluently.
- Strong organizational, problem-solving, and decision-making abilities.
- Active Top Secret clearance at the time of award (required).
Program Manager Preferred Qualifications:
- Prior experience managing Department of State or similar high-profile federal contracts.
- Demonstrated ability to manage multiple task orders under a BPA or IDIQ environment.
