Project Controls


Job Summary:

As part of the Project Management Department, Project Controls is responsible for setting up projects, planning and scheduling heavy industrial projects, and monitoring project costs. The primary objective of project controls is to ensure projects stay within scope, minimize the budget when possible, and adhere to the project schedule. This involves using project controls to predict, understand, and constructively influence the time and cost outcomes of a project, allowing for informed and timely decision-making to prevent risks and ensure successful project delivery.


Job Responsibilities:


  • Set up new projects in company and client-approved accounting software programs.
  • Monitor and update schedules by obtaining updates through meetings and constant communication with project leaders.
  • Monitor and maintain the change notice/change order management system.
  • Participate and assist in facilitating weekly project review meetings, reporting on pertinent delivery status developments.
  • Develop estimates for projects, including but not limited to estimates associated with change notices.
  • Develop and maintain the cost system, including reconciling commitments, change orders, and invoices, and producing cost reports.
  • Analyze project data to identify trends, variances, and areas for improvement.
  • Prepare detailed project reports and presentations for stakeholders.
  • Ensure compliance with company policies, industry standards, and regulatory requirements.
  • Coordinate with procurement teams to manage and track project resources and materials.
  • Develop risk management plans and strategies to mitigate potential project risks.
  • Provide training and support to team members on project controls tools and processes.
  • Lead by example in matters of safety at all times.
  • Assist in the preparation, tracking, and collection of all invoices.
  • Support the project controls leader, CFO, VP, and other teammates as needed.
  • Develop schedules and analysis for contract packages to forecast work activities and identify coordination issues where safety and schedule can potentially be in conflict.
  • Communicate clearly and effectively with engineering colleagues, project managers, and clients on a daily basis through email, telephone, and face-to-face meetings.
  • Conduct all work activities in compliance with safety policies and procedures.
  • Work under the general direction of the Project Manager.
  • Assist in monitoring project schedules, costs, and progress.
    Support the preparation of project reports and forecasts.
    Help maintain project control systems and databases.
    Assist in analyzing project data to identify trends and potential issues.
    Report directly to the Project Controls Manager.
  • Perform other assignments as necessary and directed by management

Management Requirements: This position may have project specific limited supervisory/lead responsibilities.


Work Environment

  • Normal business office environment with moderate noise.
  • The position typically performs tasks within assigned office facility but may require site visits to customer facilities.
  • Occasionally, may visit or be temporarily assigned to work in an operating plant or at a construction site. This may require exposure to outdoor weather conditions, loud noise, work near moving mechanical parts, electrical energy, construction equipment, vibration, fumes, chemicals, and airborne particles. For site visits, safety glasses and other safety equipment are required depending on the task. All standard safety equipment will be provided.

Physical Demands:

  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
  • Occasionally conduct or participate in field trips to operating plants or construction sites, requiring normal hearing, the ability to stand, walk, reach, climb, and balance.
  • Clear close and distance vision, depth perception, and the ability to focus.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to operate standard office equipment and keyboard.
  • Must be able to bend, stoop, and climb ladders or stairs.
  • Must be able to drive a company vehicle to and from job sites or office locations if required.
  • Must be able to attend job walks wearing personal protective equipment (PPE) in an operating facility in a hot climate if required.
  • Lifting up to 25 pounds may be required.

Ability to Travel:

  • Site visits to client facilities can be required with little or no notice.
  • Travel may be required between Orion Office Locations

Position Working Hours and Schedule:

  • Applicable core working hours; however, department and/or production needs will determine employee work schedules.

Skills & Qualifications:

  • High School Diploma or equivalent is required
  • B.S. or M.S. degree in Construction Science, Building Science or related field preferred
  • Certifications of PMP, PSP, MPM or CCP preferred
  • 5+ years of experience years of relevant industrial experience in planning, scheduling, cost control, invoicing and estimating.
  • Experience working in Deltek VantagePoint a Plus
  • Teamwork, flexibility, integrity, and a high degree of professionalism are required.
  • Extreme attention to detail.
  • Ability to read and understand policies, procedures, and processes.
  • Organized, goal-driven, and self-motivated.
  • Excellent problem-solving skills.
  • Understanding of existing and potential customer deliverable expectations and preferences.
  • Ability to set priorities.
  • Ability to effectively discuss and correspond with project leaders to ascertain and understand pertinent information concerning schedules, scopes of work, estimates, and project costs.
  • Strong written and oral communication skills for both internal and external interactions.
  • Commitment to high-quality requirements.
  • Proficient in MS Office (Word, Excel, PowerPoint, Teams, SharePoint).
  • Able to work as a team member as well as independently.
  • Knowledge of other disciplines' deliverable development to ensure coordination of efforts.
  • Knowledge and understanding of schedule constraints and information requirements for the production of all project controls deliverables.
  • Ability to develop a construction cost estimate, a detailed engineering schedule, and a man-hour budget for a small project or an area for a larger project with guidance.
  • Ability to determine construction material quantities.
  • Working knowledge of estimating and scheduling professional service hours and assessing the progress and quality of project controls work. Ability to accurately estimate the completion of assigned tasks.
  • Proficient in the use of Primavera P6, Vantagepoint, Microsoft Project scheduling software, and Timberline Estimating software.
  • Proficient in planning, scheduling, financial analysis, budgeting, forecasting, estimating, and cost control.
  • Must have a valid driver’s license and suitable driving record that meets company driver requirements and the ability to obtain a TWIC card if required.
