The successful candidate for this position will be a 1099 music director with Music Ministry International and be responsible for the following:
GENERAL INFORMATION
1. General. This is a non-personal services contract to provide the Protestant Contemporary Worship Service Music Director with vocal and musical instrument talents. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Music director who, in turn is responsible to the Government.
1.1. Description of Services/Introduction. The Music director shall reside within 50 miles of Travis Air Force Base, California and shall provide all personnel, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as the Music Director as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Music director shall perform to the standards in this contract.
1.2. Background. The Installation Chapel Office, Travis AFB, CA has a requirement for the non-personal services of a Music Director for the Travis AFB Contemporary Worship Service.
1.3. Objectives. The objective of this contract is to provide a Music Director capable of playing the keyboard and/or guitar, as well as leading the music team for the Contemporary Worship Service.
1.4. Scope. This contract includes all functions, tasks and responsibilities normally performed by a Protestant Music Leader. The Music director shall be responsible for providing services as a Music Director for the Travis AFB Contemporary Protestant Service. The Music director shall direct the congregation music teams according to the direction of Senior Protestant Chaplain or designee. The Music Director shall lead the music teams according to traditions of Contemporary worship. This may include selecting worship songs for congregational singing, offertories, contemporary style religious music and special selections. The Music Director shall perform at music team’s rehearsals as directed by the schedule of services. Support service member’s rights for religious expression and freedom as provided by the First Amendment to the U.S. Constitution by providing opportunities for service members to freely practice their religion. The Music director shall comply with all applicable laws and regulations, including but not limited to Federal Law, California State Law(s), Occupational Safety and Health Administration (OSHA) regulations, Air Force and installation regulations.
1.5. Period of Performance. The period of performance shall be for four years.
1.6. Quality Control. Quality Control is the responsibility of the Contracting Officer. The Music director is responsible for the delivery of quality services to the Government in accordance with (IAW) the terms and conditions contained in Federal Acquisition Regulation (FAR) 52.246-1 entitled, “Music director Inspection Requirements” and applicable sub-clauses pertaining to quality control.
1.7. Hours of Operation.
1.7.1. Normal Duty Hours. The Music director is responsible for providing performance/service during the following times: 52 regular Sunday Worship Services and 52 rehearsals. The Music director will also be required to provide up to 40 special worship service/events throughout the year as well as a rehearsal for each service/event. Services, special events and rehearsal can be up to two (2) hours. If a service, special event and/or rehearsal goes over 2 hours an additional unit will be billed (if approved by Senior Protestant or designee). The special event may range from a special religious holiday that does not fall on a Sunday or a memorial ceremony for one of the congregants. All guidance concerning worship services, rehearsals and special events will be given by the Senior Protestant Chaplain or designee. An exception exists when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Music director must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
1.7.2 Documentation of Work/Reports. The Music director shall maintain a log of the work performed under this contract, and shall provide a copy of the log to the Senior Protestant Chaplain on a monthly basis. If the Senior Protestant Chaplain is unavailable, the weekly report shall be given to the Resources Manager.
1.7.. Federal Government Holidays. The music director may be required to perform service on holidays as required by provisions of this contract, as needed.

b. When the Department of Defense grants excused absence to its employees, the Music director agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, and shall be guided by the instructions issued by the Contracting Officer. Changes in employee work schedules shall comply with the terms and conditions of the contract, to include payment provisions.
1.8. Place of Performance. Services under this contract will be performed at a Chapel of the Wing Chaplain’s choosing on Travis AFB, California to support the Protestant Contemporary Worship Service.
1.9 Appearance. The Music director shall at all times during the performance of this contract present a neat and well-groomed appearance appropriate to the conditions under which the service is being conducted and shall uphold the same high level of moral standards expected of persons of responsibility and authority who perform services in a religious setting in a military community. Recommended attire is business casual or greater. If the attire and/or appearance is in question, the Senior Protestant Chaplain will make the final decision in cooperation with the Contracting Officer.
1.9.3. Special Qualifications. The Music director shall provide a resume. The Music director’s resume shall include two (2) work related references from individuals who have supervised applicant working in the field of music ministry. The resume shall clearly demonstrate the proposed Music Director meets the following qualifications.
1.9.3.1 Provide video of worship service in which applicant is leading congregational worship.
1.9.3.2 The Music director shall demonstrate a basic knowledge of the Christian Faith (Protestant) and be familiar with the musical traditions/customs of the Protestant Contemporary community. The Music Director should be fully devoted and be committed to expressing that devotion and worship consistent within the Protestant Contemporary Worship Service music tradition. The Music Director shall be committed to a blended/convergence worship style that is creative, visionary, flexible and diverse. The Music Director shall have training and experience in worship planning and have musical instrument abilities. He or she shall have the ability to direct, produce, and arrange as needed.
1.9.3.3 The Music director must be able to read sheet music, play the keyboard and/or guitar with tempo, rhythm, and registration to a large congregation. The Music director must ensure a coordinated service of worship for the Travis AFB Protestant Contemporary Worship Service.
1.9.3.5 The Music director will be proficient in: Quality vocal performance, able to learn new music via sheet music (preferred) or cords (acceptable), able to sight-read & perform vocal sheet music, able to play a minimum of one musical instrument, recruit talented volunteer musicians and vocalists of all ages, build cohesive music teams/choirs, effectively leading congregational worship (determined by video or in person).
1.9.3.6 Range of Style. The Music director must be able to lead a music team to perform a wide variety of Protestant worship music to include the full range of Contemporary worship music. Must have Technical Proficiency in: familiarity with operating sound systems required for worship team instrumentalists and vocalists (to include music teams/choirs); familiarity with operating worship music projection systems to include computers, projectors, CCLI web-based music programs (to include Song Select or equivalent); and display software (i.e. Song Show or equivalent, provided by the chapel); and the ability to recruit and train a volunteer technical team to setup, maintain, and operate all required audio-visual equipment during musical services/events.
1.9.3.7 The Music director must have sensitivity to the wide variety of faith expressions within the military community (capability of working in a pluralistic environment). Must have the ability to learn Air Force and local operating instructions on chapel programs and budgeting appropriated and non-appropriated funds quickly.
SPECIFIC TASKS
4.1. Basic Services: The Music director shall provide services as Protestant Contemporary Service Music Leader.
4.1.1 Specific Tasks.
a) The Music director (Music Director) shall be responsible for leading and providing services at the Protestant Contemporary Service.
b) The Music director (Music Director) shall work in conjunction with the Senior Protestant Chaplain or designee to coordinate and plan for all Protestant Contemporary Services, to include Sunday morning worship and special events as directed by the Senior Protestant Chaplain or designee.
c) The Music director (Music Director) shall direct the Worship Team with guidance from the Senior Protestant Chaplain or designee.
d) The Music director (Music Director) shall work with the Senior Protestant Chaplain or designee on a weekly basis to pick out songs that are fitting and appropriate for Protestant Contemporary Service, and in accordance with the Senior Protestant Chaplain’s vision.
e) The Music Director shall be responsible for conducting rehearsals (at least) once a week, but cannot be on the same day as worship service.
f) The Music Director shall work with the Senior Protestant Chaplain or designee, and Chapel staff to reserve the sanctuary for rehearsals.
g) The Music Director shall have all songs selected and distributed to the Worship Team no later than 24 hours prior to rehearsal so that sufficient time is given to prepare and rehearse the music individually.
h) The Music director shall assist in set up and tear down of musical equipment for each worship service as required.
4.2. Work log Report. The Music director shall arrive NLT 10 minutes prior to any rehearsal, and NLT 30 minutes to any service or special event. The Music director shall maintain a written log of work performed under this contract. The log will contain the service provided as described in PWS 1.4 Scope. The music director shall provide a copy of the log to the Resources manager on a monthly basis. The log shall have the dates and times work was performed. The Music director shall provide a Monthly Report to the Resources Manager not later than (NLT) the 5th calendar day of each month.
4.3. Rate of Pay: The Music director will be paid per unit (which can be up to two hours) according to the Non-Personal Service Agreement. A unit is defined as one worship service or rehearsal or meeting up to 200 units per year (approx. 400 hours).
Interested Candidates are requested to forward their resume together with two written references from individuals who can attest to the candidate’s good work and steadiness. Candidates who do not possess at least three years of performing steadily as a Contemporary Worship Music Director or who live beyond 50 miles from the installation need not apply. It is notable that Protestant Contemporary Music is defined as popular modern Christian music played on stations such as K-love. (Examples of artists are from Mercy Me, Hillsong, Natalie Grant, Jeremy Camp, Bethel Music, Casting Crowns, Newsboys etc. This is a part-time position with compensation based on budget and the successful candidate’s experience and qualifications.
