The Folsom Public Works Department is currently recruiting for six (6) Refuse Drivers to join the Solid Waste Division. These positions are for shifts that include weekends. The Solid Waste Division operates 365 days per year, and Refuse Drivers must be able to work all holidays. Successful candidates must be able to meet the schedule requirements.
Under general supervision, the Refuse Driver will perform specialized maintenance duties including collection of residential and commercial refuse and recyclables from the City driving heavy equipment requiring a Class A or B license on a continuous basis.
DISTINGUISHING CHARACTERISTICS
The Refuse Driver is the experienced/journey level class in the series, fully competent to independently perform the duties. This class is distinguished from the lower classification of Maintenance Worker I/II by performing specialized duties or assignments requiring more skill a preponderance of their time, including driving heavy equipment requiring a Class A or B license on a continuous basis. This class is distinguished from the Senior Refuse Driver in that the latter serves either as the senior or advanced level specialist in the series overseeing the daily work of a crew performing either routine or specialized maintenance duties.
Examples of Essential Duties
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed.
- Collect solid waste from City residences and businesses according to established routes and schedules.
- Complete, maintain, and submit records related to operations and maintenance activities.
- Deliver refuse to landfills or other disposal sites.
- Deliver and/or replace refuse containers.
- Conduct pre-trip and post-trip inspections of vehicle as required by State law.
- Perform minor maintenance on equipment.
- Perform related duties as assigned.
Employment Standards
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Essential Duties" section of this specification.
Knowledge of:
- Operations, services, and activities of a solid waste collection program.
- Operational characteristics of different types of refuse/recycling vehicles, loaders and other standard equipment.
- Auxiliary mechanical equipment carried on heavy vehicles.
- Methods and techniques of performing preventive maintenance and minor repairs on assigned equipment.
- Traffic laws, ordinances and rules involved in heavy truck operation.
- Occupational hazards and standard safety practices related to the operation of a wide variety of solid waste collection vehicles and equipment.
- Proper lifting procedures.
- Perform duties in solid waste collection and disposal.
- Distinguish hazardous materials among waste materials.
- Operate a variety of heavy equipment, such as front-end loaders, roll-off container trucks, side-loaders, lift-gate dump trucks and other vehicles.
- Inspect and report mechanical deficiencies to Fleet division maintenance staff.
- Apply applicable laws, codes and regulations.
- Read and interpret city maps.
- Perform heavy manual tasks.
- Work independently in the absence of supervision.
- Respond to general comments or questions from customers.
- Demonstrate good customer service.
- Understand and follow written and oral instructions.
- Communicate clearly and concisely, both orally and in writing.

Minimum Qualifications
Education:
High School diploma or GED equivalent.
Experience:
Two (2) years of experience loading trucks, transporting and disposing of solid waste and recycled materials, and general maintenance activities comparable to a Refuse Driver with the City of Folsom.
License, Certificate, Registration Requirements:
Possession of a valid California Class A or B driver license.
Other Requirements:
Must be willing and able to work weekend and holiday shifts.
Physical Requirements:
Essential functions require sufficient physical ability and mobility to work in an outdoor environment on a year-round basis; frequent performance of heavy manual labor; frequent exposure to loud noise, exposure to chemicals, fumes, and other environmental substances; frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movements in the performance of daily duties; to lift and/or carry, moderate to heavy amounts of weight up to 50 lbs; push and/or pull rolling empty and filled dumpsters; to operate a variety of assigned equipment and vehicles; and to verbally communicate to effectively exchange information. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.
