Location & Schedule
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work three (3) days in office. For your in-office days, you can expect to work on-site at the Denver International Airport.
Employees must work within the state of Colorado on their off-site days.

Become an important part of a small, influential and dynamic team, where you will help create the future of Risk Management at DEN. Primary responsibility is program management of multiple Rolling Owner Controlled Insurance Programs including, workers’ compensation, general liability, contractors’ pollution liability, builders risk, claims management, and insurance coverage assessment. Secondarily, serves as a member of the Risk Management and Construction Safety leadership team supporting all aspects of the enterprise-wide risk management program.
  • Rolling Owner Controlled Insurance Program (ROCIP) administration includes, but not limited to program negotiation and placement, data analytics and program performance reporting, financial management, communications with internal and external stakeholders, program training and orientation delivery, claims management, project and program closeout and document control management.
  • Managing the daily activities of ROCIP, including providing underwriting information to insurance carriers and providing technical support for DEN employees and contractors regarding the program.
  • Overseeing the ROCIP insurance broker services and compliance with contractual contract requirements.
  • Conducts studies and research projects within the scope of the functional area, prepares comprehensive reports that reflect findings and conclusions, and recommends solutions in areas that require attention or change, and implements approved recommendations.
  • Develops and administers contracts, which includes ROCIP Manual revision and drafting RFPs, forming committees for evaluation and selection of applications, monitors expenditures, evaluates performance, and ensures contract compliance.
  • Develops and implements policies and procedures that impact business operations and administrative activities at the division level, provides advice and interpretative information pertaining to current practices, evaluates business processes and impacts of change, and makes recommendations for modifications to functional area.
  • Manages specific fiscal activities and projects in the development of short-term and long-range planning initiatives for the functional area, and serves as a liaison with other departmental officials, community groups, and other units.
  • Project management and support for various department initiatives, supports DEN business insurance programs (non ROCIP).

  • Experience in risk management and insurance
  • Proficient at developing and presenting clear and concise reports and communications for front line to executive audiences
  • Ability to exercise initiative and independent judgment
  • Experience managing Controlled Insurance Programs for construction projects (CIPs/WRAPs) is preferable
  • Working knowledge in construction is preferable
Required Minimum Qualifications
  • Education requirement: Bachelor's Degree in Accounting, Finance, Economics, Business Administration, or a related field.
  • Experience Requirement: Three (3) years of full performance, professional level experience overseeing and administering functional or operational aspects of fiscal business operations.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: None
