Job Description
The US Commercial Sr. Manager, Government Price and Product Reporting’s primary goal is to manage and support US Commercial by effectively supporting all therapeutic areas and business franchises for all AbbVie and Allergan pharmaceutical products (~233 product NDCs across AbbVie/Allergan portfolio’s) relating to various aspects of government price reporting.
This includes responsibility for executing strategic planning and analytics to support Medicaid and 340B programs, spanning approximately $7.6B in Medicaid and $12.7B in 340B sales across both AbbVie and Allergan brands. Additional responsibility includes managing complex calculating, analyzing and reporting requirements related to the Medicaid Drug Rebate Program, CMS (Center of Medicaid and Medicare Services). Furthermore, ensuring adherence to the US Commercial SOP’s, DTPs, and SOX IPE guidelines as required by law.
Frequently collaborates with senior leaders from Finance, Market Access, Brand Management, Allergan Aesthetics, and Legal on financial impacts to these channels ensuring AbbVie’s financial goals are met.
Primary Responsibilities:
- Lead the team to meet all regulatory reporting requirements for all monthly and quarterly CMS filing requirements related to Average Manufacturer Pricing (AMP), Annual Average Manufacturer Price (aAMP) and Best Price (BP).
- Provide analysis and work with AbbVie Directors and AbbVie VP, Corporate Controller to ensure timely certification for all AbbVie and Allergan product portfolios.
- Build and maintain detailed analytical models to understand and communicate variances to AbbVie leadership and ensure compliance with legislation.
- Ensure compliance with laws governing Medicaid programs and are within AbbVie’s written policies and desktop procedures.
- Analyze impacts to proposed legislation and provide strategic and financial direction on pricing related government contracts and calculation related issues, partnering to support Legal teams by providing analysis results.
- Collaborate closely with Commercial Pricing Market Access and Allergan Aesthetics to understand contract and bundling strategies regarding impacts to AMP and BP calculations.
- Responsible for key outcomes of quarterly collaboration meetings with various partners to ensure accurate BP reporting.
- Manage operational and administrative aspects of AMP methodology changes in Model N system; ensuring data filtering and Model N formulas are accurate and compliant with methodology documents. Support the testing related to government pricing calculation updates; managing any issues with BTS counterparts, ensuring timely resolution and additional system enhancements if required.
- Perform analytics and in-depth channel understanding on potential CMS legislation reform to inform the financial implications across AbbVie’s portfolio.
- Partner with Data Analyst and BTS to remediate/test any anomalies in relation to data to ensure timely and accurate government price reporting.
- Maintain and enhance dashboards for Medicaid calculation activities on a quarterly basis.
- Support and/or lead ad-hoc projects impacting government reporting.
- Support Audit and SOX IPE requirements for Medicaid reporting.
Qualifications
Minimum Education:
- BA/BS required (MBA preferred)
This position requires the following key leadership attributes and experience:
- The incumbent must be able to evaluate the key issues surrounding team responsibilities, perform business impact, and implement the required solutions.
- Advanced modeling capabilities to analyze and forecast complex government pricing calculations and scenarios to inform US commercial business decisions. Must have advanced financial analytical skills, including “bringing the numbers to life”.
- Incumbent must have excellent oral and written communication skills as job responsibilities include communicating with and presenting to various levels of management within AbbVie.
- Proven track record of successful leadership, management, coaching/mentoring of teams and individuals, and talent development.
- The job can be demanding at times due to the dynamic nature of the various brand teams. Therefore, it requires the ability to respond to change and to continually reprioritize to satisfy demands of rapidly changing environment.
- A solid understanding of the Medicaid laws, Medicaid/Medicare Fraud & Abuse statutes, Anti-Trust Laws, State Transparency Laws and AbbVie’s Corporate Compliance Program.
- Solutioning, accuracy and integrity are key competencies of this position. Extremely strong detailed organizational skills along with a high degree of follow-through are requirements.
- Very strong Excel skills are mandatory and proficiency with revenue management systems (i.e. Model N) preferred, interfaces and database relationships is key.
- Staff Development – responsible for delegating to and coaching employees to ensure an optimal level of support to the business and provide coaching and career development opportunities to sustain a high performing staff.
- 8+ years business experience, preferably with a concentration in Finance/Accounting, Pricing, and/or Government Pricing. BA/BS Required, MBA ideal.

Individual compensation paid within this range will depend on many factors including geographic location, and we may ultimately pay more or less than the posted range.
