Department Description



Under the direction of the Director of Student Applications, the Student Information System (SIS) Project Manager leads the implementation and ongoing maintenance of a SIS enterprise solutions for Prince George's County Public Schools. The incumbent of this position will take the lead role in overseeing and managing all small, large and midsize implementations and upgrades of all SIS software solutions, as well as all other interfaces or enhancement systems. The SIS Project Manager will ensure that all implementation and upgrade activities are on track, on schedule and on budget and will serve as the SIS subject matter expert.

Salary Range: $90,881 - $182,917

Detailed Description


DUTIES & RESPONSIBILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

  • Designs and implements an SIS project schedule, including staff resources, budgets, and risk, while facilitating timely discussions and decisions related to project implementation;
  • Develops scope of work statements, work breakdown structures, resource allocation models and implementation action plans;
  • Leads all Requests for Information (RFI), Requests for Proposals (RFP) and pre-bid forums for future projects;
  • Creates service delivery models and service learning agreements for internal and external stakeholders to ensure all activities and deliverables are met;
  • Develops training documents and coordinates with the training team to ensure sufficient trainings for staff before applications are deployed;
  • Coordinates and verifies system testing for system upgrades, enhancements and the implementation of new systems and new modules;
  • Serves as primary liaison with vendors and consultants to ensure SIS projects are completed on time and within budget;
  • Provides operational support to internal clients, including troubleshooting, testing, and resolving SIS application issues;
  • Works on functional issues that arise from upgrades, new system features, implementation and other customer needs that may arise;
  • Provides various administrative services necessary to keep the project on track and on budget;
  • Leads meetings between stakeholders, resources, senior managers and executives;
  • Partners with business functional areas to improve processes and realize efficiencies; and
  • Performs other duties as required.


Job Requirements


QUALIFICATIONS:

The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Functional knowledge of student information systems, software development, project management, K12 business processes, Oracle database, SQL, and Oracle APEX technology;
  • Strong interpersonal, written, communication, presentation skills;
  • Strong analytical skills;
  • Proficiency in developing project plan and managing integrated project schedules;
  • Ability to communicate complex ideas to others;
  • Ability to deliver projects on time within scope and budget; and
  • Ability to coordinate a cross-functional team of people to implement a project plan.

EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

Bachelor's degree from an accredited college or university in computer science, project management, management information systems or a related field required; Master's degree preferred. A minimum of seven (7) years of experience working with student information systems required.

CERTIFICATION REQUIREMENTS:

Project Management Professional (PMP) certification preferred.

SUPERVISORY RESPONSIBILITIES:

No direct supervisory responsibilities.
