Job Summary:
Southwest Healthcare is seeking a on-site System Director of Health Information Management/Medical Records. This position is responsible for directing and maintaining the functions of the Health Information Management (HIM) department at multiple facilities. Duties include but not limited to:
- Directs activities of the Health Information Management department to ensure timely flow of quality of work.
- A standing member of UM/MR, Compliance and Quality Committee and Chair of the Forms Committee.
- Ensures reviews of all medical record forms submitted by nursing/ancillary/support services and medical staff for compliance with forms control policy and procedure to ensure consistency and to evaluate appropriateness.
- Maintains medical records in accordance with the requirements of Universal Health Services (UHS), The Joint Commission, Title 22, and various other state and governmental agencies.
- Coordinates and is responsible for the quality of the data collection or various databases, both internal and external.
- Responsible for the protection of the confidentiality of Protected Health Information (PHI), in accordance with the HIPAA Privacy Rule, Federal and State Law and Facility policies and procedures. Serves as the Privacy Officer.
- Responsible for the hospital provider (includes physicians, PAs and NPs) suspension system, working closely with Medical Staff Office and Chief of Staff to ensure timely, accurate, and equal application of suspension procedures to all providers according to the medical staff rules and regulations and California State Law.
- Assures that the medical staff complies with their rules and regulations and other regulatory bodies pertaining to medical record documentation and suggests changes when necessary to the medical staff leaders. Ensures provider satisfaction throughout the process.
- Responsible for ensuring the Discharged Not Final Billed (DNFB) and Unbilled accounts are maintained within requirements of UHS. Works closely with Business Office to accomplish this goal.
- Reports regularly on the following: Delinquent medical records, suspension summary, regulatory indicators, performance improvement activities, and clinical pertinence.
- Responsible for maintaining all standards for release of information based on requestor type according to UHS established guidelines and applicable State and Federal regulations.
- Plans, implements, coordinates and maintains manual and automated information, storage and retrieval systems related to medical records, retrieval of statistical data, and other applied medical/health professional programs associated.
- Travel: 25%
Qualifications
EDUCATION/TRAINING/ EXPERIENCE:
- Bachelor's degree in from an accredited College or University required in related field.
- Master's degree from an accredited College or University preferred in related field.
- Five (5) to Seven (7) years of experience in Health Information with demonstrated management or leadership abilities and acute care experience required.
- Minimum three (3) years leadership experience in Health Information and/or Patient Access required, acute care experience preferred.
CERTIFICATIONS/LICENSES:
- Certificate for Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) required.
OTHER SKILLS AND ABILITIES:
- Demonstrates knowledge and ensures compliance with the Joint Commission and Title 22 standards and guidelines.
- Demonstrates compliance with Healthcare policies and procedures at all times.
- Demonstrates strong leadership, organization, communication, and interpersonal skills.
- Demonstrates ability to relate to clinical personnel and medical staff, as well as ability to interact well with the public.
- Must have knowledge of PC and applications.
- Demonstrates strong interpersonal skills, ability to interact diplomatically and to maintain a professional demeanor with physicians, the public and Healthcare staff.
- General knowledge of office procedures and ability to utilize resources in an organized manner.
- Demonstrates good understanding of medical terminology, anatomy and physiology.
- Proficiency in the use of all applicable software, which includes the abstracting systems – 3M product(s) and familiarity with electronic patient medical records.
