TESTING:
Applications will be screened on various criteria as outlined in the education and experience. The top scores on the matrix will be invited to the written test to be held on Friday, June 27, 2025. The test will take approximately 2 hours and you will be notified by e-mail through your Governmentjobs.com account. You must obtain a minimum passing score of 70% on the written examination in order to be placed on the eligibility register.

ELIGIBILITY REGISTER:
Your score from the application screening will be weighted at 30% and the written examination at 70%. The combined score, along with Veterans’ Scoring Criteria if applicable, will determine your final score and rank on the Civil Service Eligibility Register. The top ranked candidates at this step will be invited to participate in an in-person Oral Board Panel Interview on Tuesday, July 15, 2025 with Police Department Representatives. In order to remain on the Eligibility Register, candidates must pass the interview with a passing score of 70% to move forward to the background process.

BASIC FUNCTION:

Under direction of an assigned supervisor, this position is responsible for transporting inmates to and from Municipal Court and other regional jail facilities. Ensures care and custody of inmates; as needed monitors, evaluates and selects alternative jail locations for persons with misdemeanor cases in the Federal Way Municipal Court.

Essential Duties and Responsibilities

Transport arrested persons or persons who are in the custodial jurisdiction of the Federal Way police department or the Federal Way Municipal Court;

Extradite and transport prisoners;

Book arrested persons into federal, state, county, and local detention facilities;

Make arrests authorized by criminal warrants;

Arrest a criminally-accused person appearing in court as directed by a judge (perform remand arrests for the court);

Serve civil and criminal court orders and subpoenas, including but not limited to protection orders, no contact orders, restraining orders, and anti-harassment orders;

Perform physical searches of arrested or transported people;

Inventory the belongings and effects in possession of arrested or transported people;

Search transport vehicles for contraband;

Assist law enforcement officers at scenes by providing traffic control or other supportive duties as assigned;

Assist in the City’s emergency response to manmade and natural disasters;

When requested by a police supervisor, respond to calls of a non-criminal nature, including stalled vehicles, road hazards, lost children, and wandering persons with dementia;

When requested by a police supervisor, obtain saliva DNA samples from a person as ordered by a court,

Provide courier services for the city upon direction of the chief of police;

Provide security duties for the Federal Way municipal court;

Investigate parking complaints and issue notices of infraction for parking violations;

Investigate apparently abandoned vehicles and impound such as prescribed by law for Washington peace officers;

Compose reports documenting incidents related to job duties;

Protect themselves and others in their immediate vicinity from violence;

Perform all duties while armed; and

Perform all duties ancillary to the aforementioned authority.

Education and Experience

Education and Experience:

  • Be at least 21 years of age;
  • Have any combination equivalent to graduation from high school and at least two (2) years of employment history;
Licenses and Other Requirements:
  • Satisfactorily complete a Federal Way Police Department background investigation which includes but is not limited to a polygraph examination, criminal convictions records check, medical evaluation, drug screening, and a psychological exam.
  • Obtain and maintain a valid Washington state driver’s license within thirty (30) days of employment;
  • Obtain and maintain a valid Washington state license to carry a concealed pistol within ninety (90) days of employment.

Knowledge and Abilities

Knowledge of:


  • Organization and functions of municipal law enforcement agencies.
  • Principles and practices and associated terminology of the criminal justice system.
  • Principles and practices related to jail coordination, prisoner transports, court procedures and current jail trends.
  • Principles and practices of vehicle maintenance, weapons, technological equipment and other police equipment.
  • Principles and techniques of project and program management.
  • State, County, and City laws, codes, ordinances, rules and regulations.
  • Strong oral and written skills to communicate clearly and effectively with a variety of audiences.
  • Interpersonal skills using tact, patience, and courtesy.

Ability to:
  • Prepare clear and accurate reports and logs;
  • Use Microsoft Word, Excel, Access, and the Internet;
  • Testify in court regarding relevant job-related incidents;
  • Work evenings and holidays;
  • Endure verbal abuse when confronted with hostile views and opinion of others, including arrestees;
  • Treat all individuals with respect and courtesy regardless of race, color, or national origin, while setting and enforcing limits on appropriate behavior for persons in custody.
  • Enforce Federal Way Police Department policies and procedures and applicable laws;
  • Safely and legally operate City vehicles;
  • Safely operate, carry, use, and care for firearms and other defensive tools issued by the Federal Way Police Department;
  • Work effectively in indoor and outdoor environments;
  • Perform heavy work, exerting up to one hundred (100) pounds of force occasionally, up to fifty (50) pounds of force frequently, and up to twenty (20) pounds of force constantly to move objects; and
  • Participate in training prescribed by the chief of police for the position of transport/warrant officer.
  • Maintain regular, reliable and punctual attendance at work.

Environmental Conditions/Physical Effort:
Work is performed indoor and outdoor environment; Performs heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects. Required to drive to other locations.
