GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect, and advance the citizens and industries in the state with quality motor vehicle-related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries.

The selected candidate will perform highly complex (senior-level) investigative work in support of the Enforcement Division (ENF), County Compliance Section (CCS). Strong investigative and analytical skills, excellent communication abilities, and a demonstrated commitment to public accountability and service are essential for success in this role. This position is responsible for investigating complaints and conducting fact-finding inquiries involving County Tax Assessor-Collector offices, with a particular focus on motor vehicle title and registration transactions. The Investigator will support CCS operations by ensuring that county activities are conducted in full compliance with applicable state laws, rules, policies, and procedures. This role is essential to safeguarding the integrity of the department’s motor vehicle title and registration services by identifying and mitigating fraud, waste, and abuse.

The position requires direct interaction with county officials, public stakeholders, and internal agency leadership to gather facts, prepare detailed reports, and support law enforcement actions as necessary. While reporting to the Section Director and CCS Managers, the investigator is expected to operate with a high degree of autonomy, exercising sound independent judgment and proactive problem-solving to address complex compliance issues.

This position may require up to 25% overnight travel. It is not classified as a law enforcement role and does not require certification from the Texas Commission on Law Enforcement (TCOLE).

ESSENTIAL DUTIES

  • Evaluates complaints related to County Tax Assessor-Collector (TAC) motor vehicle title and registration operations to determine violations of state laws, agency policies, or procedures have occurred and recommends appropriate enforcement actions.
  • Conducts detailed investigations into allegations of non-compliance, operational irregularities, and suspected fraud, waste, or abuse involving motor vehicle title and registration transactions processed by TAC and full-service deputy offices.
  • Collects, reviews, and interprets complex records and transactional data necessary to complete investigations and verify adherence to compliance standards.
  • Identifies, contacts, and interviews relevant parties, including complainants, county personnel, witnesses, and other stakeholders to gather factual information and clarify circumstances surrounding alleged violations.
  • Prepares clear, detailed investigative reports that include factual findings, applicable rule violations, and recommended actions to support resolution or further administrative review.
  • Regularly reviews and analyzes operational, financial, and compliance reports to identify patterns, anomalies, or trends that may indicate potential fraud, waste, or abuse.
  • Coordinates investigative efforts with internal departments to ensure a collaborative and efficient approach to resolving county compliance issues.
  • Serves as the Lead Investigator, providing technical assistance, mentorship, and training to junior staff or new hires.
  • May be required to provide presentations or updates to agency staff, external partners, or stakeholder groups related to county compliance trends, enforcement actions, or investigation outcomes.
  • May travel up to 25% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
  • Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
  • Performs other job-related duties as assigned to support the mission and goals of the Compliance Services Section and the Enforcement Division.

MARGINAL DUTIES

  • Collects, delivers, or moves files, license plates, or other items weighing up to 50 lbs. each
  • Conduct routine maintenance on TxDMV fleet vehicles as needed.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of local, state, and federal laws and regulations associated with motor vehicle titles and registrations.
  • Knowledge of investigative principles, techniques, and procedures.
  • Knowledge of legal principles and processes relevant to regulatory compliance, investigations, or enforcement actions.
  • Skill in identifying and analyzing problems, developing effective solutions, and making sound decisions.
  • Skill in oral and written communication, instructing others, and using a computer and applicable software.
  • Intermediate proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Teams applications, is required.
  • Ability to train and guide others.

PHYSICAL/WORKING CONDITIONS

  • Perform manual labor including lifting supplies and materials up to 50 pounds and standing or sitting for prolonged periods of time.
  • Required to operate State vehicles (automobiles, vans, trucks, box trucks, etc.) and traveling up to 25% during routine working hours with occasional overnight and weekend travel.
  • Work is performed both inside and outside. When outside, employees may be required to work and be exposed to seasonal inclement weather.
  • A non-smoking environment is required in State buildings and vehicles.
  • To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily and comply with the Physical/Working Conditions with or without accommodation.
Qualifications


EDUCATION

  • Graduation from high school or equivalent
  • College education with major coursework in business, public administration, criminal justice, law enforcement, criminology, or liberal arts; or technical training in law enforcement, investigations, or auditing may be substituted for experience on a year per year basis up to a maximum of 4 years

EXPERIENCE

  • Seven (7) years progressively responsible investigative, regulatory, or compliance experience, preferably in a government, legal, or automotive-related environment. Relevant experience may include investigations involving regulatory compliance, consumer complaints, or operational oversight.

PREFERRED EXPERIENCE

  • Highly experienced in conducting investigations, auditing, or compliance reviews.
  • Experienced in communicating with internal and external stakeholders including elected officials, law enforcement, and other government agencies.
  • Experience working with county government operations, vehicle title and registration processes, or the administration of motor vehicle laws and rules
  • Experience using data and reporting tools to monitor trends, assess risk, or drive continuous improvement.
  • Experience with processing motor vehicle title and registration transactions.
  • Experience conducting compliance reviews, audits, or investigations related to state government operations or regulated entities.

ADDITIONAL INFORMATION

Telecommuting employees must meet these criteria for the telecommuting work location:

  • Adequate desk space in a dedicated, contained area that is secured and always protected.
  • Located in a quiet and private environment free of background people and noise during business hours.
  • The selected applicants are expected to spend most of their time on-site at dealer locations and to telecommute on a full-time basis.
  • The selected applicant must reside within one hour of a Regional Service Center to pick up and use an assigned State vehicle.
  • Commuting time to and from the TxDMV Regional Service Center for vehicle use will not be compensated.
  • Work may require shifting hours from week to week to accommodate regulated entity schedules.
  • Work may occasionally require weekend availability

REGISTRATION, CERTIFICATION, AND/OR LICENSURE
