The Utility Coordinator is responsible for coordinating utility involvement in WisDOT transportation improvement projects. This role ensures timely identification, relocation, adjustment, and protection of utilities impacted by WisDOT projects, while maintaining compliance with state and federal regulations. The coordinator serves as the primary liaison between WisDOT, utility companies, consultants, and contractors.
Description
- Coordinate all utility-related activities through the project development process, from scoping to post-construction.
- Identify existing utility facilities in project areas using records research, field investigations, and coordination with utility owners.
- Facilitate and document meetings with utility owners, design staff, and contractors to discuss project impacts and resolve conflicts.
- Ensure that utility coordination is completed in accordance with WisDOT's Facilities Development Manual (FDM), Trans 220 regulations, and federal guidelines.
- Prepare and manage Utility Coordination Plans (UCPs), utility status reports, work plans, agreements, permits, and schedules.
- Review design plans to identify potential utility conflicts and recommend design alternatives when necessary.
- Track and report utility coordination progress and maintain project documentation in accordance with WisDOT standards.
- Assist in managing utility relocations to avoid construction delays.
- Provide technical guidance and support to WisDOT project teams and consultants.
Qualifications
- Associate degree in Civil Tech, Construction Management, or related field; or equivalent combination of education and experience.
- Minimum 2 years of experience in utility coordination, transportation design, construction, or project management.
- Familiar with Trans 220 process
- Familiar with WisDOT Utility Permitting process
- Familiar with WisDOT Utility Guide
- Able to read plans and special provisions
- Able to interpret Right of Way Plats
- Proficiency with Microsoft Office and basic knowledge of project management tools and CAD/GIS software
- Able to work independently and in a team
- Attention to detail
- Ability to review and draft technical documents
- Excellent communication skills
- Valid driver's license and reliable transportation
