Job Summary
The Utilities Administrator is responsible for managing and overseeing all utility-related functions across a portfolio of multifamily properties, with an emphasis on low-income housing tax credit (LIHTC) communities. This role ensures accurate billing, efficient utility usage, compliance with utility allowances, and supports property teams in managing utility expenses in accordance with LIHTC program requirements.
Responsibilities
- Monitor and manage utility accounts (electricity, water, gas, trash, etc.) for assigned LIHTC properties.
- Coordinate with utility providers to ensure timely setup, transfers, and cancellations of utility services for new acquisitions or property turnovers.
- Audit utility bills for accuracy, resolve discrepancies, and ensure prompt payment processing.
- Track utility usage and costs; identify and report anomalies, trends, or opportunities for cost savings.
- Support property managers with utility allowance schedules and ensure compliance with local and federal housing regulations.
- Collaborate with compliance and accounting teams to ensure proper allocation of utility expenses according to funding source and unit eligibility.
- Maintain accurate records of utility accounts, usage history, and documentation required for LIHTC reporting and audits.
- Assist with benchmarking, sustainability initiatives, and energy efficiency programs.
- Respond to internal inquiries and provide training or guidance on utility procedures and best practices.
- Support regulatory compliance with HUD, IRS, and state housing agency requirements related to utility allowances and tenant-paid utilities.
- Create a log of the trash contracts including the terms and whether the market is regulated or not so we can stay in front of increases. Negotiate contracts with waste disposal companies.
- Also responsible for special projects as assigned by CFO
Requirements
- Proven experience in property management utility administration or a related field is preferred.
- Strong customer service skills with the ability to communicate effectively both verbally and in writing.
- Familiarity with LIHTC housing regulations is a plus.
- Knowledge of utility allowance methodologies and LIHTC compliance requirements is highly desirable.
- Proficient in data entry and file management practices.
- Strong attention to detail, organization, and problem-solving skills.
- Advanced Proficiency in Microsoft Excel
- Experience with customer relationship management systems (CRM) is desirable.
- Knowledge of Onesite/RealPage or similar property management software is advantageous.
- Ability to negotiate effectively while maintaining professionalism in all interactions.
- Strong organizational skills with attention to detail to manage multiple tasks efficiently.
- A proactive approach to problem-solving and the ability to work independently as well as part of a team.
