The Vice President-Services supports Human Technologies’ mission of Creating Employment for People with Disabilities by providing the strategic direction and oversight for the planning and implementation of operations initiatives for the company’s current and future lines of business in a manner which maintains or increases employment and ensures the work is sustainable and profitable.

Collaborates with and provides guidance to all non-operational support departments to ensure alignment with business plans, and ensures all direct reports are educated, trained, and competent to perform their roles and responsibilities.

Actively participates at the executive level in the creation, implementation, and maintenance of company policies and procedures, and keeps other officers appraised of issues important to the organization.

Sets the standards and expectations for the organization’s operational performance.

Supervises: Director of Environmental Services & Director of Facilities Management Services.

Internally collaborates with: Chief Executive Officer, Chief Financial Officer, Vice President of Human Resources and Vice President Services.

Externally collaborates with: Customers, Suppliers, SourceAmerica, New York State Industries for the Disabled (NYSID), Unique Source, regulatory agencies.

Predominant Job Tasks Operations:
1. Provides strategic and tactical direction for all service lines of business to ensure sustainable growth of both employment for people with disabilities and profitability.

2. Collaborates effectively with officers and proactively recommends improvement and/or changes to company policies and procedures to continually improve the organization.

3. Leads the creation and communication of annual operations objectives, including analysis of markets, government and customer initiatives which may impact the company, lines of business financial performance and forecasts, and corporate and line of business strengths, weaknesses, opportunities, and threats.

4. Continually evaluates the alignment and efficacy of operations and support departments to ensure all regulatory and contract requirements are managed effectively, and the delivery of services meet customer expectations.

5. Creates and maintains an operational culture of curiosity and knowledge-based decision making, and ensures that direct reports stay abreast of new ideas and other external developments in their areas of responsibility.

6. Oversees the establishment of metrics and measurement tools and reviews operational performance regarding cost, service delivery, service quality, and profitability.

7. Drives continuous improvement programs for all Service lines of business.

8. Ensures all Service lines of business are competently staffed and have access to resources needed to satisfy obligations of our contracts.

9. Evaluates efficacy of business control systems and recommends and implements improvements.

10. Ensures company-owned facilitates and equipment support operational requirements, directs and/or approves capital improvements to company-owned facilities, and manages company-leased facilities.

Business Development:
1. Works with internal and external Business Development teams to coordinate the operational and contractual response to RFPs and RFIs. Writes, edits, and/or reviews solicitation and proposal language to ensure requirements have been addressed, definitions and other contract language is aligned with the customer, and all numbers and statements made by the company can be defended.

2. Develops, approves, and/or oversees all costing and pricing models for new and existing lines of business to ensure price/margin optimization and cost management.

3. Develops and maintains relationships with counterparts at SourceAmerica, NYSID, Unique Source and commercial customers.

4. Oversees all marketing and sales support activities and media, including branding, corporate web site design and content, customer-specific web stores and catalogs, video and graphics communications initiatives, show supports, social media account management, traditional media, and press releases.

Contract Administration and Management

1. Liaisons with Contacting Officers, SourceAmerica, NYSID, Unique Source and senior levels of commercial accounts to facilitate contract creation and renewals, negotiate pricing and terms, troubleshoot issues, defend the company position and prosecute the customer’s when necessary, and align interpretations of contract language and specifications.

2. Provides both executive and operational level guidance relative to development, review, interpretation and maintenance of Federal, New York State, and Commercial contracts and sub-contracts.

3. Obligates the company by reviewing and approving solicitations, contracts, awards, and sub-contracts.

4. Writes, edits, and/or reviews performance work statements, deliverables, and other contract language to ensure company interests are secured and risks minimized.

5. Ensures procedures and any related documentation for contact compliance activities and deliverables are established and maintained.

6. Reviews performance metrics against contract requirements and effectively addresses any non-conformances.

Human Resources:
1. Advocates strongly for maximizing workforce participation and the hiring of people with disabilities across existing and proposed lines of business.

2. Collaborates with and provides input to the Vice President of Human Resources regarding company-wide wage and benefit determinations and ensures efficacy of compensation and performance review systems and competitiveness in marketplaces.

3. Develops direct reports to ensure competency in their positions and encourage expansion of education, skills, and other knowledge necessary to support professional growth the organization’s current and future needs.

4. Evaluates and documents employee performance as required by the company, AbilityOne, UniqueSource and/or NYSID for direct reports, and reviews and approves performance evaluations written by direct reports.

5. Creates efficient and effective employee communication methods with support from IT, HR, Marketing and other staff resources.

6. Models respectful, civil behaviors and communications with all employees, customers, vendors and partners on behalf of the corporation.

Quality and Compliance

1. Leads the establishment of annual quality objectives for each line of business and support departments.

2. Provides executive level review and oversight of the company’s quality systems, including ISO, CIMS, and line of business-specific systems.

3. Ensures all contract requirements are in compliance met efficiently and cost- effectively.

4. Oversees the establishment of KPIs and customer-specific metrics, and performs executive level review of performance to ensure the efficacy of quality initiatives, policies, procedures, and systems.

5. Ensures operational policies, procedures, and systems are in place and comply with direct labor ratio, PRC and WDR requirements.

Safety

1. Provides executive level guidance and support for corporate safety initiatives to create a culture of safety across the organization. Manages direct reports responsible for developing and maintaining processes eliminate or reduce loss time incidents and workers compensation expenses.

2. Follows all safety procedures, creating a safe working environment for safe and proper work habits and equipment use for all employees.

Financial:
1. Leads the development of annual and as-needed revenue forecasts for each LOB and prepares, oversees, and approves all annual operating budgets and related planned capital expenditures.

2. Reviews LOB and corporate financial performance to budget with operations leadership on a monthly or as-needed basis.

Qualifications:
1. Bachelor’s Degree in Business or relevant technical field and a minimum of eight (8) years’ executive level operations management experience in dynamic, regulated products and service industries, or a combination of education and equivalent relevant experience.

2. Experience leading diverse organizations both strategically and tactically. Demonstrated knowledge and expertise managing multi-site/multi-state operations with time-critical service needs.

3. Demonstrated experience managing multiple lines of business and annual budgets exceeding $30M. Strong business and financial acumen.

4. Experience with prime federal contract creation, negotiation and administration. Working knowledge of AbilityOne law, NYS Preferred Source law, and commercial contracting preferred.

5. Strong working knowledge of business control systems, quality control systems including ISO 9001, compensation and performance systems, and financial reporting systems.

6. Excellent interpersonal communication; high degree of confidentiality and objectivity. Strong oral presentation and written communication skills; excellent organizational skills.

7. Must have a valid Driver’s License, reliable transportation and have and maintain a driving record in accordance with Human Technologies’ Liability/Automotive Insurance carrier.

8. Must pass any required federal, state, municipality, and/or customer-specific background checks.

As per NYS Law, the full salary range is $148,750- $210,000 per year. However, our Compensation System is designed to hire new employees between the rates listed above.
