HOURLY PAY: $44.23 to $53.77
JOB SUMMARY:
Under the general direction of the Director of Water Resources, performs a wide variety of tasks related to data management, water production, water quality monitoring and protection, land and natural resources oversight, regulatory compliance, and administration of contracts.
ESSENTIAL FUNCTIONS:
1. Maintains departmental records, reports and files for the following: dam, reservoir, water quality and well field records; rainfall records; electrical usage records; grazing, concessionaire, and leaseholder records; etc. Forwards appropriate records for filing in the central administrative filing system. Updates and maintains the intranet and internet sites for the Water Resources Division.
2. Assists with administering District’s dam safety and monitoring program, including:
- Maintaining, updating and distributing the District’s Emergency Action Plan (EAP) for Henshaw Dam, and acting as an emergency responder under that EAP.
- Coordinating regular exercises of the EAP.
- Preparing and implementing plans, reports and procedures as required under the District’s dam safety and monitoring program and California Division of Safety of Dams requirements.
3. Coordinates District projects on the Warner Ranch, including:
- Working with other District divisions/departments and governmental agencies and responding to routine inquiries from community groups and public concerning District projects.
- Drafting scopes of work and requests for proposals for consultant and contractor services. Reviewing proposals and making recommendations regarding most qualified firms based on qualifications and specifications developed for projects.
- Monitoring consultant contracts.
- Participating in status review meetings with professional services consultants.
4. Supports the District’s efforts to monitor and control Harmful Algal Blooms in Lake Henshaw by:
- Periodically collecting and shipping water samples.
- Periodically collecting water quality data using field instruments.
- Logging and distributing water quality data collected directly or from water quality laboratories.
5. Coordinates and implements the District’s Lake Henshaw Dreissenid Mussel Prevention Plan (Plan), including:
- Preparing, updating, and distributing the Plan in accordance with California Department of Fish and Wildlife guidance.
- Coordinating monitoring activities.
- Updating District facilities to provide adequate public information regarding aquatic invasive species and provide a suitable facility for boat inspection and decontamination.
- Working with Concessionaire to ensure that their staff is adequately trained to inspect and decontaminate watercraft prior to launching in Lake Henshaw and adequately document and report such inspection and decontamination.
6. Provides support to process contracts, code invoices, and to maintain current insurance certificates by District contractors and vendors.
7. Coordinates the processing and monitoring Warner Ranch entry permits.
8. Monitors various lease and license agreements for activities on the Warner Ranch. Assists with drafting new agreements and amendments as necessary. Coordinates lessee/licensee activities as required.
9. Evaluates and reports on issues pertaining to the production and delivery of local water, including:
- Preparing monthly and yearly accounting reports of local water production, storage and delivery activities.
- Assists with the preparation of forecasts of anticipated water production and storage.
10. Assists the public with questions pertaining to Water Resources and Lake Henshaw.
11. Assists with administrative tasks as necessary to support District operations and maintain business continuity.
12. Performs other duties as assigned.
