Act as the site's technical authority for ATEX and explosion safety, including hazardous area classification, combustible dust risk management, ignition source control, electrostatic hazard assessment, and the application of explosion prevention, protection and mitigation systems. Drive the development and deployment of site-specific process safety standards, procedures, and best practices. Provide technical leadership and coaching to engineering, maintenance, operations, and EHS teams on process safety-related topics. Lead and facilitate complex process hazard analyses and risk assessments using methodologies such as HAZOP, LOPA, FMEA, SWIFT, Fault Tree Analysis, Event Tree Analysis, Human Factors Assessment, Inherent Safer Design (ISD), and other recognized techniques. Lead advanced process safety studies, including consequence modelling, Quantitative Risk Assessments (QRA), Dust Hazard Analyses (DHA), Hazardous Area Classification (HAC), SIL assessments and verification, and explosion risk assessments. Lead and review ATEX compliance assessments, Explosion Protection Documents (EPDs), ignition source analyses, combustible dust hazard evaluations, and the design and verification of explosion venting, suppression, isolation and containment systems. Own and maintain the Basis of Safety (BoS) framework and ensure periodic review of associated risk studies. Ensure effective identification, implementation and monitoring of Independent Protection Layers (IPLs), Safety Critical Elements (SCEs) and other process safety barriers throughout the asset lifecycle. Provide expert guidance during Management of Change (MoC) processes, ensuring process safety risks are thoroughly evaluated and appropriately controlled. Lead investigations into process safety incidents and significant near-misses, ensuring robust root cause analysis, barrier failure evaluation, and implementation of sustainable corrective actions. Review and approve the classification of process safety incidents and oversee KPI reporting and trend analysis. Lead process safety audits, gap assessments, compliance reviews, and assurance activities. Lead periodic audits and compliance assessments against ATEX requirements, corporate explosion safety standards and recognized industry best practices. Support sites in preparing for regulatory inspections, Seveso compliance activities, and external audits. Ensure effective management of Process Safety Critical Equipment (PSCE), including verification of inspection, testing, maintenance, and reliability strategies. Ensure the integrity and performance of explosion protection systems, safety instrumented functions, gas detection systems, grounding and bonding systems, and other critical safeguards. Review engineering designs and projects to ensure compliance with recognized and generally accepted good engineering practices (RAGAGEPs). Actively participate in project reviews, Pre-Start-Up Safety Reviews (PSSRs), commissioning activities, and operational readiness assessments. Provide process safety and explosion safety leadership during capital projects, technology transfers, process modifications and facility expansions, ensuring risks are identified and addressed through design. Drive process safety learning across the organization by sharing lessons learned, best practices, and emerging industry trends. Develop and deliver process safety training programs and mentor site personnel to enhance PSM competency. Support emergency preparedness and response planning by identifying credible major accident scenarios and evaluating mitigation measures. Support the development and validation of emergency scenarios involving toxic releases, fires, gas explosions and combustible dust explosions, ensuring appropriate mitigation and response measures are established. Influence site leadership teams in defining process safety objectives, strategic priorities, and continuous improvement plans. Provide regular process safety performance updates to leadership, including major risk status, barrier health, audit findings, incident learnings and strategic improvement opportunities. Monitor emerging regulations, industry standards, and technical developments, ensuring timely implementation within the organization.
