Purpose and Scope
The O&M Assistant Manager is responsible for the safe, reliable and efficient operation of a portfolio of solar and energy assets in Singapore, including rooftop, utility-scale and floating photovoltaic systems, with Battery Energy Storage Systems (BESS) and related infrastructure where applicable. The role leads employees and contractors to achieve asset performance, availability, contractual, regulatory, HSSE and customer-service objectives.
The position requires strong operational leadership, electrical and solar technical knowledge, commercial awareness, customer engagement capability and disciplined management of multiple sites and service providers.
Key Responsibilities
Asset Operations and Performance
- Lead day-to-day O&M activities across the assigned portfolio of solar and energy assets in Singapore.
- Ensure plant availability, response time, rectification time, energy generation and other contractual KPIs are monitored and achieved.
- Oversee remote monitoring and SCADA alarm management, including timely investigation, escalation and closure of faults.
- Review performance ratio, specific yield, losses, degradation trends and recurring defects, and implement improvement plans.
- Lead root-cause analysis for significant failures, underperformance and repeated equipment issues.
- Coordinate planned shutdowns, switching activities and restoration of plant following faults or maintenance.
Maintenance and Reliability
- Develop and implement preventive, predictive, condition-based and corrective maintenance plans.
- Ensure maintenance complies with contractual requirements, approved procedures, OEM recommendations and applicable standards.
- Oversee maintenance of inverters, transformers, switchgear, protection systems, cables, monitoring equipment and balance-of-system assets.
- Manage annual inspection and testing programmes, including thermography, electrical testing, IV-curve testing and other diagnostic activities where applicable.
- Maintain equipment history, defect registers, maintenance records, service reports and corrective-action tracking.
- Develop a critical-spares strategy and ensure appropriate stock availability across the portfolio.
HSSE and Regulatory Compliance
- Champion a strong safety culture and ensure O&M activities are carried out in accordance with Singapore Workplace Safety and Health requirements, company HSSE rules and customer site requirements.
- Ensure appropriate risk assessments, safe work procedures, method statements, permits-to-work and lock-out/tag-out controls are in place.
- Ensure work-at-height, lifting, electrical and other high-risk activities are properly planned, supervised and executed.
- Lead operational incident investigations, determine root causes and ensure corrective actions are completed.
- Maintain emergency response and business continuity arrangements for the operating portfolio.
- Coordinate with relevant authorities, Licensed Electrical Workers and competent persons where required.
Team Leadership and Competency Development
- Lead, coach and develop O&M engineers, supervisors, specialists and technicians.
- Set team objectives, allocate resources and establish clear accountability for operational deliverables.
- Maintain a competency and training matrix covering technical, safety and regulatory requirements.
- Provide technical guidance during complex troubleshooting and major incidents.
- Drive succession planning, knowledge sharing and continuous development within the O&M team.
Customer and Stakeholder Management
- Act as the main operational interface with customers, asset owners and key internal stakeholders.
- Lead regular performance reviews and present plant performance, incidents, defects, risks and improvement actions.
- Manage customer escalations professionally and ensure actions are tracked to closure.
- Work closely with Asset Management, Engineering, Projects, Commercial, Procurement and HSSE teams.
- Support warranty claims, defect-liability matters and handover of newly completed assets into operations.
Contractor and Vendor Management
- Manage subcontractors, OEMs and specialist service providers supporting the O&M portfolio.
- Evaluate contractor safety, technical quality, responsiveness, productivity and contractual performance.
- Review technical proposals, quotations and work scopes, and support tender and procurement evaluations.
- Ensure contractor documentation, competency, permits and work quality meet company and site requirements.
Financial and Commercial Management
- Prepare and manage annual O&M budgets, forecasts and expenditure.
- Monitor operating costs and identify opportunities to improve lifecycle cost without compromising safety, compliance or reliability.
- Support O&M tenders, contract renewals, proposals and technical-commercial assessments.
- Monitor contractual obligations, service levels, warranties, liquidated-damage exposure and recoverable costs.
- Provide accurate management reporting on performance, risks, costs and improvement initiatives.
Digitalisation and Continuous Improvement
- Drive the adoption of digital workflows, mobile inspections, automated reporting, analytics and AI-enabled monitoring where appropriate.
- Standardise O&M procedures, reporting templates, dashboards and maintenance practices across sites.
- Identify and implement improvements that enhance availability, energy yield, safety and team productivity.
Qualifications and Experience
- Bachelor's Degree in Electrical Engineering, Power Engineering, Renewable Energy or a related discipline.
- Minimum 3 to 5 years of relevant experience in solar PV, electrical systems or industrial operations, including at least 1 year in a leadership role.
- Proven experience managing multi-site O&M activities, internal teams, contractors and customer-facing service contracts.
- Good working knowledge of solar PV systems, inverters, transformers, switchgear, protection systems, SCADA and grid-connected electrical assets.
- Experience with rooftop, utility-scale or floating PV systems is preferred; BESS experience is an advantage.
- Familiarity with Singapore WSH requirements, electrical safety controls and local regulatory expectations.
- Relevant Work-at-Height, safety, project management or asset management certifications are advantageous.
- Possession of a valid Singapore driving license and ability to travel between sites are preferred.
