The Methodist Church in Singapore (MCS) is a connectional church comprising the General Conference, three Annual Conferences, local churches, and various agencies and organisations. The General Conference (GC) is the highest body of the MCS, responsible for legislation, policy, and the overseeing of its various agencies, including the programme agencies responsible for education, missions, and welfare services.

We have a vacancy for Fractional IT Manager (Part-Time).

Job Summary

Methodist Church in Singapore – General Conference (MCS-GC) is seeking an experienced Fractional IT Manager to provide internal IT leadership and oversee our outsourced IT service providers.

This role will focus on IT strategy, service delivery, governance, cybersecurity and vendor management, with sufficient hands-on technical capability to assess complex issues and coordinate their resolution when required. Routine helpdesk and day-to-day technical support are primarily delivered by external service providers.

Key Responsibilities

  • Develop and guide the implementation of the IT strategy, roadmap and technology priorities.
  • Oversee outsourced IT service providers, monitor service levels and manage vendor performance.
  • Strengthen cybersecurity, identity and access controls, backup and recovery, business continuity and IT risk management.
  • Maintain effective IT policies, documentation and controls.
  • Serve as the internal escalation point for complex or high-impact IT issues and coordinate timely resolution.
  • Lead or oversee IT projects and significant technology changes, and support IT budgeting, procurement and reporting to Management and the Committee on IT.

Job Requirements

· Substantial experience in IT operations and service management, preferably in a Microsoft-centric environment.

· Working knowledge of Microsoft 365, cloud services and infrastructure, identity and access management, cybersecurity, backup and recovery, and networks.

· Experience managing outsourced IT providers, projects, service levels and technology risks.

· Strong analytical, communication and stakeholder management skills.

· The ability to work independently and translate technical issues into clear business risks, options and recommendations.

Work Arrangement

  • Part-time employment on a 12 months fixed-term contract.
  • 20 hours per week, distributed across at least three working days, with the working schedule to be agreed.
  • At least one on-site working day each week at MCS-GC Office.
  • Work-from-home arrangements may be agreed, subject to operational requirements and management approval.
  • The working arrangement will be reviewed after an agreed initial period.
