Job description

Provide district-wide project controls leadership to construction management team. Conduct time and money analyses comparison of planned schedules and budgets versus field results. Provide post-award scheduling and time impact analysis support for change orders. Provide pre-award budget preparation as well as post-award budgetary reporting and change order cost estimation. Provide Notice of Intent to File Claim reviews. Resolve district-level claim issues. Provide guidance to field staff regarding change order language. Provide leadership and guidance for pre-ad CN activities via the Constructability Review Team (CRT). Assist the District Construction Engineer to evaluate district-wide progress related to statewide quality measures (on-time, on-budget, CQIP, and ECR metrics). Monitor metrics, develop and implement improvement measures to meet or exceed state CQIP and Environmental Compliance goals. Provide leadership, direction and management for assigned operational programs and staff. Ensure all operations are conducted in compliance with established policies, procedures, laws and regulations. Develop and administer budgets and strategic plans, and monitor to achieve organizational objectives.

How you will contribute:

  • Budget Development: Develop, maintain and monitor budgets for assigned program areas. Analyze, track and approve costs and ensure expenditures are within allocations. Work with others to research and resolve discrepancies.
  • Collaborative Problem Solving: Apply thorough understanding of transportation issues, sound public policy and business expertise to resolve complex transportation issues and problems which cut across multiple areas. Identify and work through potential issues that may hamper or impair success of established transportation programs or projects and studies under development. Exercise flexibility, initiative, innovation and collaborative influence to resolve transportation issues while considering all aspects of the project and customer perspectives.
  • Communication: Build and maintain strong partnerships with a variety of stakeholders internal and external to VDOT. Communicate with stakeholders to provide appropriate information and receive feedback on program operations or business goals. Investigate and respond to concerns from VDOT internal and external customers.
  • Construction Quality: Identify design and construction issues of significance. Recommend improvements to construction quality and practices. Interpret plans and contract requirements. Provide technical advice to contractors, design and construction engineers. Conduct on-site field visits ensuring elements of design and construction are within contract scope and within established standards and specifications. Review project documentation for completeness and identifies areas requiring further detail. Conduct follow-up reviews with project staff and management to support implementation of recommendations. Identify costs and benefits related to recommendations. Reports findings to management.
  • Evaluate Project Data: Submit project status reports, monthly look-ahead, comment and, or respond to dispositions, budgets, cost savings and schedules. Review project progress, completion dates, action items from previous meetings, employee development, changes in procedures and resource levels. Review project management and, or financial tracking software and resolve discrepancies. Attend field inspection, public hearings, field reviews and preconstruction conferences ensuring project details are resolved. Meet with involved engineering and construction groups related to construction projects to obtain additional information ensuring understanding of key factors related to project. Perform special assignments to support quality assurance. Update and maintain financial management and program management systems.
  • Manage Resources and Business Functions: Manage resources and business functions effectively. Hire, develop and manage a diverse and high-performing workforce. Ensure workforce receives required training and development opportunities. Oversee fiscal programs in accordance with agency policies and sound business practices to meet business goals.
  • Policies and Procedures: Develop and implement procedures, processes and best practices. Recommend new initiatives to improve operations.
  • Program Management: Oversee and direct operations for assigned operational program areas. Develop best practices and ensure programs are operating consistently and effectively across the organization, and in alignment with performance targets. Ensure operations are conducted in compliance with state and federal policies, procedures and regulations.
  • Quality Assurance and Quality Control: Lead and perform quality assurance and quality control activities. District lead in project controls to include development of CEI budgets; monitoring expenditures; and developing and monitoring construction schedules. Conduct extensive constructability reviews. Attend concept meetings, field plan reviews and pre-construction meetings. Review plans and contract special provisions prior to construction work begin. Coordinate with ACEs in the preparation and review of work orders; validating necessity of work and the level of federal participation.
  • Strategic Planning: Develop, implement and manage strategic plans for assigned program areas. Establish operational objectives related to performance metrics. Assess operational performance and initiate correction action as needed.
  • Teamwork and Representation: Represent VDOT on internal and external committees, taskforces, or other meetings. Present a positive image in representing VDOT's position in assigned areas.
  • Technical Guidance: Provide technical guidance and direction on programs to a wide variety of stakeholders internal and external to VDOT. Resolve issues by applying knowledge of policies, procedures, standards and principles. Respond to customer requests for service. In coordination with stakeholders facilitate creative solutions to complex issues.

Minimum

Qualifications

  • Ability to apply methods of quality assurance and control; Critical Path Method (CPM) scheduling, claims avoidance, cost estimating, problem resolution and contract administration.
  • Ability to develop and to monitor construction schedules; research, identify and prepare detailed reports on review findings to include promoting sound resolutions to construction problems.
  • Ability to interpret contracts, special provisions and specifications; conduct extensive constructability reviews.
  • Budgetary experience to include monitoring expenses, and maintaining financial management systems.
  • Knowledge and ability to apply civil and design engineering and highway construction principles, practices and processes related to roadway, structures, drainage and environmental issues.
  • Managerial experience with oversight of staff to include organization-wide guidance on construction and contract administration issues.
  • Valid driver's license.

Additional Considerations:

  • Experience preparing CEI budgets, pre-award budgets and post-award reporting and cost estimations.
  • Extensive experience conducting various comparative analysis relating to planned schedules and budgets to actual results and post award scheduling time impacts.
  • Extensive experience in leading construction and engineering staff in resolution of transportation issues and in quality improvement applications for a range of projects.
  • Extensive experience in procurement negotiation, management of professional engineering contracts and public involvement process.
