Data Strategy Manager
Job description
BryceTech is seeking an experienced Data Strategy Manager to lead data strategy, analytics, visualization, reporting, data management, and decision-support activities for the U.S. Army Project Manager, Maneuver Medical Systems (PM M2S).
The Data Strategy Manager will transform complex acquisition, logistics, programmatic, operational, and product-development data into actionable insights for Government leaders, Product Managers, Project Managers, engineers, acquisition professionals, and other stakeholders.
This position combines strategic data management and analytics leadership with hands-on analytical capability. The successful candidate will establish practical approaches for integrating, organizing, analyzing, visualizing, and communicating data to improve acquisition decisions, stakeholder engagement, logistics/Bill of Materiel management, Basis of Issue analysis, program execution, and organizational knowledge management.
Key Responsibilities
- Develop and execute data strategies that support M2S acquisition, product management, logistics, stakeholder engagement, and organizational decision-making
- Translate mission and business requirements into data, analytics, reporting, and visualization solutions
- Identify opportunities to use data to improve acquisition reform, logistics/Bill of Materiel management, stakeholder engagement, and authorizations/Basis of Issue analysis
- Gather, integrate, clean, validate, and preprocess large datasets from multiple Government and organizational sources
- Conduct exploratory data analysis to identify trends, patterns, anomalies, relationships, and areas requiring management attention
- Develop statistical models, data mining approaches, predictive models, and other analytical techniques to support Government decision-making
- Design and maintain dashboards, scorecards, reports, and executive-level data products
- Develop clear and compelling data visualizations that communicate complex relationships to technical and non-technical audiences
- Respond to ad-hoc analytical requests and rapidly develop custom reports and decision-support products
- Present analytical findings, implications, and recommendations to Product Managers, Project Managers, senior leaders, technical teams, and other stakeholders
- Establish data quality, validation, documentation, and governance practices appropriate to the M2S environment
- Contribute to development and improvement of M2S data infrastructure and analytics capabilities
- Collaborate with engineers, product managers, business analysts, logistics personnel, acquisition professionals, and other cross-functional teams to understand data requirements and deliver useful analytical solutions
- Provide subject matter expertise on data-related issues, analytical methodologies, data visualization, and data management
- Identify relationships among programmatic, acquisition, logistics, financial, schedule, risk, and product data to enable integrated decision support
- Develop analytical approaches to support forecasting, trend analysis, performance measurement, and program optimization
- Establish repeatable processes for data collection, transformation, analysis, reporting, and dissemination
- Maintain clear documentation of data sources, analytical methods, assumptions, models, code, and outputs
- Ensure analytical code is well documented and follows applicable M2S coding standards
- Support knowledge management by organizing, standardizing, tagging, and migrating relevant program information into Government-approved electronic document management environments
- Apply standardized file naming, metadata, document management, and information organization practices
- Support migration and archival of program data and documentation from network storage and other legacy repositories into appropriate electronic information management systems
- Develop schedules and processes for data/document migration and support continuity of institutional knowledge
- Participate in IPTs, WIPTs, working groups, program reviews, and other stakeholder engagements
- Provide technical input, briefing materials, executive summaries, and recommendations based on analytical findings
- Support integration of data across program, acquisition, logistics, systems engineering, and knowledge management activities
- Ensure data products and reports are accurate, timely, understandable, and fit for the intended decision-making purpose
Required Qualifications
- Active DoW secret clearance or above
- Bachelor’s degree in Data Science, Statistics, Computer Science, Mathematics, Engineering, Operations Research, Information Systems, Business Analytics, or a related discipline
- 8+ years of progressive experience in data analytics, data science, business intelligence, data strategy, operations research, or a related field
- Demonstrated experience translating complex data into actionable recommendations for senior decision-makers
- Demonstrated experience with data collection, cleansing, transformation, analysis, visualization, and reporting
- Strong knowledge of statistical analysis and quantitative problem-solving methods
- Experience developing dashboards, reports, and executive-level data visualizations
- Experience working with large, heterogeneous datasets from multiple sources
- Demonstrated ability to communicate analytical findings to both technical and non-technical audiences
- Strong understanding of data management, data quality, metadata, information organization, and data governance principles
- Demonstrated ability to work collaboratively with engineers, product/program managers, analysts, and business stakeholders
- Experience developing repeatable analytical processes and documenting methodologies and assumptions
- Proficiency with Microsoft Excel and other Microsoft Office applications
- Experience with data visualization and analytics tools such as Power BI, Tableau, or comparable platforms
- Experience with SQL and at least one analytical/programming language such as Python or R.
- Strong written and oral communication skills
- Ability to work independently and manage multiple analytical priorities simultaneously
Preferred Qualifications
- Master’s degree in Data Science, Statistics, Computer Science, Operations Research, Engineering, Business Analytics, or a related discipline
- Prior Army, DoD, Federal Government, or defense-industry experience
- Experience supporting DoD acquisition, product management, logistics, medical materiel, or defense systems
- Experience applying analytics to acquisition reform, logistics, Bill of Materiel management, Basis of Issue, force structure, or product development
- Experience with predictive analytics, machine learning, data mining, and statistical modeling
- Experience developing data-driven performance metrics and executive dashboards
- Experience with Army/DoD enterprise data environments and systems
- Familiarity with Microsoft Teams and SharePoint-based information management environments
- Experience with knowledge management and enterprise document management
- Experience working with CUI, PII, HIPAA, or other Government-sensitive information in accordance with applicable security and information-management requirements
- Experience integrating data from multiple systems of record
- Experience establishing data governance, data standards, metadata structures, or data dictionaries
- Experience supporting senior Government leadership briefings and decision packages
- PMP, CAP, INFORMS, Microsoft, or comparable analytics/data certification
