Lead strategic HR initiatives that make a difference! In this key role, you’ll serve as a trusted HR advisor and partner to executive leadership, providing guidance across recruitment, employee relations, classification and compensation, workforce planning, organizational development, and HR policy. Minimum Qualifications
Seven years of human resources experience; OR
Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelor’s degree plus four years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
- Coordinates office-wide human resources programs, policies, and procedures to support effective personnel management and ensure compliance with applicable laws, Civil Service rules, and state and federal regulations.
- Serves as a strategic HR advisor to executive leadership and management on complex employee relations, recruitment, classification, compensation, and workforce matters.
- Oversees classification and compensation activities, including job studies, pay adjustments, special pay requests, and position management, ensuring appropriate recommendations and compliance.
- Develops and implements workforce planning, organizational management, succession planning, recruitment strategies, and staff development initiatives to meet organizational needs.
- Administers and monitors employee relations programs, including discipline, grievances, EEO, layoffs, and other personnel matters, ensuring fair, consistent, and timely resolution.
- Coordinates HR processing and personnel actions to ensure accuracy, compliance, and timely completion of transactions.
- Serves as a liaison with Civil Service, State HR agencies, and other internal and external partners while analyzing workforce trends, preparing reports, and recommending solutions to complex HR issues.
