IT Supervisor

Key Responsibilities
You will lead a team of internal specialists and external vendor partners to support our three locations in Vista, Carlsbad, and Kearny Mesa. Areas of oversight include:
- Technology and Systems Strategy
- Conduct environmental scanning on new technology/systems and potential threats and advise on overall technology/systems strategy for the agency
- Evaluate technologies and systems and make recommendations about overall value, considering benefits, costs, and alignment with Agency mission and goals
- In partnership with the CIS leadership team, create an integrated IT/Systems strategy that supports the agency in accomplishing its mission
- Day-to-Day Operations
- Ensure the Agency's IT and technology systems are functioning effectively and efficiently
- Assign responsibilities and projects to internal IT/Systems staff and external partners as appropriate to ensure all needs are met and that there is sufficient cross-training and redundancy to mitigate against risks
- Review systems, policies, and procedures and continuously seek new ways to improve the effectiveness and efficiency of IT/Systems operations
- Develop continuity and disaster recovery plans
- Ensure all procedures and access are thoroughly documented and that the IT manual is kept up to date
- Security
- Establish, update, and enforce organization-wide cybersecurity policies, access controls, and incident response plans to safeguard sensitive data
- Oversee the deployment and continuous monitoring of core security infrastructure, including firewalls, endpoint detection, multi-factor authentication (MFA), and patch management routines
- Monitor adherence to relevant security policies and data privacy standards; coordinate annual risk assessments or penetration testing
- Design and execute ongoing security awareness programs, phishing simulations, and onboarding training to build a strong culture of cyber hygiene across all departments
- Serve as the primary internal point of contact for security events, leading initial triage, remediation efforts, post-incident reviews, and escalation with third-party incident response partners.
- Direct user lifecycle management (provisioning, role-based access reviews, and offboarding) to maintain strict access limits across cloud platforms and internal databases
- Assist in completing the annual cybersecurity insurance application and ensure compliance with industry and insurance requirements for security
- Project Management
- Review all IT/Systems requests with the technology team and gain consensus on priorities before taking on new projects
- For approved projects, oversee the development and implementation of project plans; monitor progress to ensure adherence to timeline and budgets
- Purchases/subscriptions/licenses
- With input from team members, forecast needed hardware, software, and service purchases and submit annual budget requests
- Negotiate costs with vendors to obtain the best possible pricing and oversee purchasing; approve day-to-day technology purchases by team members that are within approved budget amounts
- Maintain all technology systems licenses/contracts
- Management/Supervision
- Communicate the agency's mission, vision, and values and promote diversity and cultural competency
- Set clear expectations, monitor progress, and provide timely and effective feedback and recognition
- Address performance challenges quickly and directly, taking follow-up action as needed (e.g., performance memos)
- Help staff members solve problems and overcome barriers; provide effective training and coaching to help staff develop new knowledge and skills
- Lead effective and engaging meetings and trainings, ensuring attendance and participation
- Conduct career and performance conversations and performance reviews

Success Factors
The successful candidate will have:
- A bachelor's degree in computer or data science or related field, or an equivalent combination of education and experience as determined by Community Interface Services
- Proven experience in leading successful technology or systems projects
- Strong leadership, communication, problem solving, and decision-making skills
- Experience leading and supervising others
