Position Summary

The Lead Enterprise Applications Developer owns the technical direction and day-to-day delivery of PECO’s enterprise applications and data solutions. This hands-on leader directly manages developers, coordinates offshore resources and implementation partners, and delivers secure business applications, integrations, analytics, and data agents.

Hands-on responsibilities are divided equally between application development (25%) and data development (25%). The role requires strong development skills in C#/.NET, Python, and modern web applications on Microsoft Azure, including Azure Functions and Azure Logic Apps, along with expertise in Microsoft Fabric and Power BI.

The role is responsible for ongoing application enhancements, Microsoft Fabric development, enterprise integrations, semantic models, and data agents, ensuring these solutions evolve with business needs.

The lead establishes engineering standards and promotes responsible use of AI coding agents and specification-driven development to improve delivery speed, quality, and maintainability.

Essential Duties and Responsibilities

  • Team Leadership & Delivery Management (25%) – Directly manage, coach, and conduct performance reviews for developers; support hiring, onboarding, and professional development. Run daily developer scrum calls, sprint planning, backlog refinement, demonstrations, and retrospectives. Manage offshore assignments, delivery commitments, dependencies, and cross-time-zone handoffs across application and data projects. Translate requirements into clear technical specifications, development tasks, and acceptance criteria. Remove blockers, communicate delivery risks, and hold teams accountable for quality, documentation, and timely completion. Ensure partner knowledge transfer so PECO’s team can independently operate and extend delivered solutions.
  • Application Development & Integration (25%) – Design, develop, and maintain modern enterprise web applications, backend services, and REST APIs using C#/.NET, Python, and Microsoft Azure. Develop responsive user interfaces using modern JavaScript/TypeScript frameworks and integrate them with secure backend services. Build Azure-hosted applications, serverless processing with Azure Functions, and workflow automation and integrations using Azure Logic Apps. Own enhancements, testing, debugging, performance optimization, and production troubleshooting. Review internal, offshore, and partner code for security, usability, reliability, and maintainability; modernize existing applications where appropriate.
  • Data Development & Analytics (25%) – Migrate, develop, and maintain Microsoft Fabric pipelines, SQL transformations, lakehouse and warehouse solutions, Python/PySpark notebooks, and Power BI semantic models, including modernization of existing SQL warehouse and Azure Data Factory workloads. Integrate relational databases, REST APIs, JSON, and files using reusable ingestion and transformation patterns. Implement full and incremental loads, watermark and CDC patterns, delete handling, history, reconciliation, and recoverable processing. Assess and reuse existing assets; manage parallel operation, business validation, and controlled cutover.
  • Platform Architecture & Engineering Standards (15%) – Own application and data architecture standards and technical roadmaps. Select Azure application, integration, and Fabric services based on security, performance, reliability, cost, and maintainability. Establish environment and workspace strategies, source control, CI/CD, automated testing, monitoring, and recovery practices.
  • Stakeholder Engagement & Business Enablement (10%) – Partner with Enterprise Intelligence, and stakeholders across other departments to prioritize applications, workflow automation, data, reporting, and data-agent opportunities. Translate business needs into technical requirements, delivery priorities, and measurable outcomes. Coordinate business validation, user acceptance testing, documentation, and adoption. Explain technical options, risks, and tradeoffs clearly to technical and nontechnical stakeholders.

Education / Experience Requirements

  • Bachelor’s degree in computer science, information systems, engineering, or a related field, or equivalent practical experience.
  • Seven or more years of combined enterprise application and data-development experience, with demonstrated delivery in both disciplines and technical leadership.
  • Prior direct management experience supervising developers is required, including assigning work, setting performance expectations, conducting performance reviews, coaching, and holding team members accountable for delivery and code quality. Technical leadership or project coordination alone does not satisfy this requirement.
  • Experience managing offshore development teams, running scrum ceremonies, and coordinating delivery commitments across time zones.
  • Strong hands-on development skills in C#/.NET and Python, including maintainable code, automated testing, debugging, and production troubleshooting.
  • Experience developing modern web applications using JavaScript/TypeScript and a framework such as React, Angular, or an equivalent, with secure REST API and backend integration.
  • Hands-on experience building, deploying, and supporting applications on Microsoft Azure, including Azure App Service or comparable hosting services, Azure Functions, and Azure Logic Apps.
  • Hands-on Microsoft Fabric experience, including Lakehouse, Warehouse, OneLake, data pipelines, and notebooks.
  • Strong SQL/T-SQL proficiency, including stored procedures, dimensional modeling, complex transformations, and performance optimization; experience with Azure Data Factory and enterprise ETL/ELT solutions.
  • Practical PySpark skills and experience processing relational, API, JSON, and file-based data.
  • Strong Power BI semantic-modeling skills, including DAX, relationships, row-level security, and performance optimization.
  • Experience with Git, code reviews, automated testing, and CI/CD using Azure DevOps, GitHub, or comparable tools.
  • Familiarity with AI coding agents and specification-driven development frameworks, including clear specifications, implementation plans, and testable acceptance criteria.

    Qualifications

  • Commercial real estate experience and expertise in accounting and financial semantic models are strongly preferred. Relevant experience includes general ledger, trial balance, financial statements, accounts receivable, and job cost models in Power BI.
  • Familiarity with property, tenant, and lease data, and enterprise systems such as MRI and Argus.
  • Experience migrating an enterprise warehouse to Fabric and owning its ongoing development and production operation.
  • Experience with metadata-driven ingestion, infrastructure as code, and Azure/Fabric cost and capacity optimization.
