Program Manager - Specialized Housing Stability (LICSW)

  • Reports To: Director of Contracts and Housing Stability
  • Work Schedule & Location: This is an in-office position, with flexibility for occasional remote work or adjustments to daily schedule as operational needs allow. Core working hours fall between 8:00 a.m. and 6:00 p.m., with flexibility in start and end times.

Position

Overview

The Program Manager - Specialized Housing Stability (LICSW) provides leadership, supervision, clinical case consultation, and program oversight for Agate Housing + Services' specialized Housing Stability team serving Minneapolis Public Housing Authority (MPHA) residents. The position supports a coordinated, housing-focused approach to complex resident needs, crisis response, targeted intervention, and eviction prevention across MPHA Asset Management Projects (AMPs) and properties.

This working manager supervises designated specialized Case Managers, including the Case Manager II - Crisis & Housing Stability and Case Manager - Eviction Prevention. The role maintains scheduled resident-facing presence, works closely with the North and South Housing Stability Program Managers and MPHA property management, and helps ensure specialized services are responsive, well documented, and aligned with agency and contract expectations.

Position

Responsibilities

  • Provide day-to-day supervision, leadership, coaching, and performance support to assigned specialized Housing Stability staff; set clear expectations for resident engagement, crisis response, follow-through, and documentation.
  • Conduct regular individual supervision, team meetings, clinical case consultation within LICSW scope, and professional development activities that support staff accountability and high-quality service delivery.
  • Oversee specialized services across MPHA AMPs and properties, including crisis response, time-limited targeted interventions, eviction prevention support, and temporary coverage when service demand or staffing needs increase.
  • Maintain active, collaborative relationships with MPHA regional and onsite property management teams; establish clear communication, referral, escalation, and follow-up practices for complex resident concerns.
  • Guide staff in responding to urgent or escalating housing stability concerns using trauma-informed engagement, de-escalation, resident choice, and appropriate referrals to emergency or clinical resources.
  • Maintain scheduled resident-facing hours across assigned properties, currently planned at approximately 24 hours per week, through direct support, home visits, outreach, and coordinated case meetings appropriate to the managerial role.
  • Provide clinical case consultation and assist staff with residents whose housing stability is affected by overlapping behavioral health, disability, safety, or service-access concerns; clarify the limits of nonclinical case management.
  • Coordinate with the North and South Program Managers and assigned Case Managers on targeted interventions, temporary coverage, and timely transitions back to the resident's ongoing Housing Stability team.
  • Oversee the Case Manager - Eviction Prevention's specialized rent-related work and portfolio-wide housing loss plan tracking; support coordinated planning and selective intervention rather than transferring every plan to the specialized team.
  • Build working relationships with resident leaders, community providers, and specialized service systems, and incorporate resident and team feedback into service planning and continuous improvement.
  • Monitor specialized team workload, staffing, schedules, referrals, and cross-coverage priorities; identify capacity concerns and communicate service adjustments to the Director and other Program Managers.
  • Review case management notes, intervention plans, housing loss plan tracking, handoffs, and service data for accuracy, timeliness, and quality; provide staff feedback and corrective coaching as needed.
  • Monitor service outcomes, MPHA contract deliverables, and program reporting; help prepare timely and accurate information for leadership and funder reporting as assigned.
  • Support budget stewardship, staffing plans, and responsible use of specialized program resources in coordination with the Director, Finance, and other agency partners.
  • Ensure assigned services follow applicable laws, agency policies, professional standards, confidentiality requirements, and MPHA contract expectations, including appropriate boundaries between clinical consultation and nonclinical services.
  • Participate in program planning, implementation, evaluation, and ongoing refinement of Agate's Housing Stability model; identify opportunities to strengthen coordinated, accessible responses to complex resident needs.
  • Represent Agate in MPHA operational meetings and interdisciplinary or community partnership discussions as assigned; elevate significant concerns to the Director, travel to properties as needed, and perform other related duties as assigned.

Required

Qualifications

  • Master's degree in Social Work and active, unrestricted Minnesota Licensed Independent Clinical Social Worker (LICSW) licensure.
  • Minimum two years of experience supervising direct service staff or managing housing, behavioral health, or human services programs.
  • Demonstrated ability to lead staff through clear expectations, respectful coaching, clinical case consultation, accountability, and performance management.
  • Experience supporting people facing housing instability, behavioral health concerns, crisis situations, or complex service needs using trauma-informed, person-centered, and strengths-based approaches.
  • Ability to oversee multiple workstreams involving crisis response, specialized case management, housing loss prevention, staff supervision, program quality, contract compliance, and resource oversight.
  • Ability to provide clinical case consultation within LICSW scope, support sound staff decision-making, and recognize when emergency or specialized services are needed.
  • Strong relationship-building, communication, conflict-resolution, independent judgment, problem-solving, and organizational skills.
  • Ability to collaborate with residents, MPHA property management, community providers, agency leadership, and interdisciplinary teams while respecting confidentiality and professional boundaries.
  • Ability to review documentation and data for completeness and quality, manage competing priorities across sites, and use required case management and reporting systems, including Microsoft Office products.
  • Ability to travel among MPHA properties, accompany staff on home visits, provide direct resident support as needed, and meet applicable driving and background screening requirements.
  • Have experience with Microsoft Office products.
  • Have a valid Driver's License and access to a safe and reliable vehicle.

This position requires use of your own personal vehicle and will require insurance liability coverage of at least one hundred thousand dollars per person and three hundred thousand dollars per occurrence and must have a valid Driver's License and pass a driving record background check.

Qualifications

  • Experience in public housing, subsidized housing, supportive housing, or other community-based housing stability programs.
  • Familiarity with MPHA operations, lease compliance, rent arrears, repayment agreements, eviction prevention, and housing loss prevention planning.
  • Experience supervising multidisciplinary teams serving older adults, people with disabilities, families with dependent children, and residents with complex behavioral health or service needs.
  • Experience coordinating mobile crisis response, short-term targeted interventions, and continuity of services across multiple properties or programs.
  • Experience implementing new programs, leading service transitions, and using outcomes or quality assurance data to improve staff and program performance.
  • Knowledge of Housing First, Harm Reduction, and Minneapolis/Hennepin County community resources; fluency in languages used by residents, including Spanish, Amharic, Oromo, Somali, or ASL, is valued.
