POSITION SUMMARY

The Programmer designs, develops, deploys, and maintains custom software applications and data solutions that support Tarzana Treatment Centers, Inc. (TTC) clinical, billing, and administrative operations. The position builds applications that integrate with TTC's electronic health record systems and enterprise data sources, applying modern development practices including AI-assisted (agentic) development tools, automated testing, version control, and secure deployment. The Programmer implements authentication, access control, and audit functions that protect patient information; validates data quality across systems; and produces clear technical documentation. The Programmer receives supervision and task assignments from the designated Supervisor or Director, provides daily written status reports, and collaborates with stakeholders to translate operational requirements into reliable, compliant software.

CATEGORIES OF DUTIES

• Designs, develops, tests, and maintains custom internal software applications that support TTC clinical, billing, and administrative operations, using modern programming languages and AI-assisted (agentic) development tools under established organizational guidelines.

• Translates directives and feedback from leadership, supervisors, and end users into requirements and working software; provides daily written status reports; and participates in supervision meetings, project meetings, and cross-departmental collaboration with stakeholders.

• Builds and maintains data ingestion, validation, and rule-engine logic that reads from TTC electronic health record systems and related data sources (e.g., ODBC/SQL databases, scheduled file drops, APIs), including cross-system data matching, and validates source database tables and data elements with subject matter experts before implementation.

• Implements authentication, authorization, and role-based access controls integrated with TTC's Microsoft identity infrastructure (e.g., Entra ID, Microsoft Graph, MFA), and develops audit logging, session management, and other security functions that protect PHI and PII.

• Deploys, configures, and administers applications on TTC servers and virtual machines, including web server, DNS, TLS certificate, scheduled task, and credential lifecycle configuration in coordination with IT.

• Leads application rollout and user adoption, including training end users and superusers, preparing access instructions and user guides, answering user questions and concerns, investigating and resolving reported issues, and gathering user feedback to inform further development.

• Develops automated test suites, continuous integration workflows, and live-data validation scripts; version-controls all code; and monitors deployed applications for errors, performance, and data quality issues, remediating defects promptly.

• Evaluates, configures, benchmarks, and integrates AI/LLM tools and services (local and cloud-based) for defined use cases; documents performance, accuracy, cost, and privacy findings; and recommends appropriate architectures.

• Builds reporting and analytics features, dashboards, and data quality metrics; supports business intelligence infrastructure such as data gateways and ODBC connections.

• Prepares and maintains technical documentation, including specification sheets, design documents, issue logs, user guides, and data mappings; keeps documentation current as systems change.

• Safeguards confidential information and follows TTC security, privacy (HIPAA, 42 CFR Part 2), and AI use policies in all development activities; completes all assigned compliance training; and supports additional projects, assignments, and department priorities as directed.

EDUCATION

High school diploma or GED equivalent required. Bachelor’s degree in computer science, information systems, or a related field, preferred. Proficiency in at least one modern programming language (e.g., Python, TypeScript, or similar), and working knowledge of SQL, version control, and automated testing, required. Experience with AI-assisted (agentic) development tools and Microsoft identity and cloud infrastructure (Entra ID, Microsoft Graph, Azure), preferred.

EXPERIENCE

One (1) to three (3) years of software development experience, including building, testing, deploying, and maintaining applications, are preferred. Experience with electronic health record systems or healthcare data in a behavioral health or chemical dependency setting, preferred. Prior experience in LA County MediCal billing is highly preferred.
