Job description

Under the supervision of the Director of Design and Construction, the PM requires a broad set of skills in the realm of project delivery to manage and control all aspects of the life cycle of the project from planning through project completion. PM will work with identified stakeholders and Administration, Campus Planning and Facilities (CPF) and University groups (Sustainability, Environmental Health & Safety, etc.) to ensure the project meets the desired goals, standards, and requirements. The PM will coordinate, facilitate, and lead the design, bid, construction, commissioning, and closeout of the project, including FF&E package development and procurement.

Accountable for all phases of assigned projects and the project outcomes.Ensures sound stewardship of the school’s resources, ensuring they are effectively leveraged in support of improving academic, research, and administrative spaces on campus.

  • Communicate to department leadership issues impacting scope, schedule, or budget. Lead project team to identify, evaluate, and recommend solutions to mitigate impacts.
  • Work in a cross-functional capacity with the Planning Department to support the early phases of the project, including the Initiation and Planning phase. During the feasibility phase, PM leads project scope development and sets expectations through gathering input from and building consensus with stakeholders and department representatives.
  • Responsible for development of the project scope, schedule and budget based on set project goals and expectations, utilizing department estimating tools and trusted trade partners as available and appropriate.
  • Accountable for proper management and recording of the project budget. Identifies cost and schedule impact of changes to the approved scope of work, i.e., additional scope requests, add services, contractor change requests, user change requests, and/or other unforeseen conditions.
  • Responsible for taking appropriate action to keep the project on schedule and on budget.
  • Spearhead the RFP process for architect and construction manager selections, including prepare the RFP, solicit consultant involvement, lead and oversee site visits, manage the bid process, lead the interview process, populate the interview feedback matrix, and prepare the final recommendations report for review and approval.
  • When required, prepare and submit reports to Capital Planning and the Capital Project Review Committee.
  • Review and evaluate contractor and construction manager proposals and make awards to qualified contractors.
  • Evaluate alternative design options and construction solutions (Alternates).
  • Oversee the preparation of contract documents by A/E firms and associated consultants.
  • Coordinate phased design reviews and input from various internal and external constituents.
  • Collaborate with the project team to facilitate all permits and approvals necessary to accomplish the project. This includes local, state, University, and other approvals applicable to the specific project.
  • Ensure the program, project goals, and objectives defined in the Feasibility and/or Planning Phase are realized in the Design and Construction Phases.
  • Complete applications, attend meetings, which in some cases occur outside of normal working hours, prepare presentations, and respond to appropriate authorities.
  • Construction administration oversight including, but not limited to, attendance at all construction meetings, field observation, shop drawing review, and complete financial management, including invoice and change order review and approval.
  • Responsible for the complete and timely administration of all project closeout procedures.
  • Ensure completion of the project scope of work, punch list work, and commissioning. Gather all closeout documentation, testing reports, and certifications.
  • Perform final budget reconciliation upon project completion and resolve all outstanding invoices.
  • Other duties as assigned.

Basic Quaifications:

  • Bachelor’s degree in architecture, engineering, construction management, building technology or a related discipline.
  • A minimum of 8 years of relevant experience.

Additional Qualifications and

Skills

  • Experience within a University / Academic or other large, diverse institutional setting with a minimum of 4 years’ experience is preferred.
  • Experience with lab building construction and renovations in both new and aged facilities requiring coordination of utility and/or structural impacts to occupied research facilities.
  • Experience with infrastructure systems including HVAC, plumbing, electrical, and audiovisual are required.
  • Knowledge and experience of industry-standard project management practices and delivery methods are required, including traditional design bid build (DBB), CM at Risk (CMR with GMP), and Design Build (D/B), with the proven ability to tailor these processes to fit specific situations.
  • Demonstrated ability to develop and maintain project budgets and schedules.
  • Demonstrated ability to plan and manage projects to achieve deadlines and objectives.
  • Experience in preconstruction phase services and construction-related contract administration, including contract review, contractor proposal bid review, and risk management expertise during construction.
  • Candidate shall possess a strong knowledge of the various design phases, including preconstruction, schematic design, design development, construction documents, construction administration, and turnover.
  • Candidate shall understand the construction phase buyout and procurement process in support of meeting HMS project schedules and deadlines.
  • Ability to manage multiple projects of varying sizes simultaneously.
  • General knowledge of building codes and design practices.
  • Familiarity with A/V, MEP, HVAC, FA/FP, lighting, and control systems.
  • Excellent interpersonal skills.
  • Must have the ability to quickly establish and maintain a solid working relationship with a variety of constituents, including senior administration, stakeholders, Facilities staff, and other University groups. Strong problem-solving and decision-making skills.
  • Proven ability to manage and resolve issues under a variety of circumstances and urgency, with insight, diplomacy, and sensitivity.
  • Coordinate and direct a multidisciplinary team that includes managers and peers independently and effectively. Experience with architecture, engineering, and construction best practices.
  • Excellent verbal and written communication skills, including the ability to write and deliver clear and effective reports and presentations to various audiences, both internal and external.
  • Working knowledge of standard office computer software (e.g., Excel, Word, PowerPoint, Microsoft Project, and Procore).
  • Standard Hours/Schedule: 35 hours per week

Work Format Details

This position has been determined by school or unit leaders that some of the duties and responsibilities can be effectively performed at a non-Harvard location. The work schedule and location will be set by the department at its discretion and based upon operational needs. When not working at a Harvard or Harvard-designated location, employees in hybrid positions must work in a Harvard registered state in compliance with the University’s Policy on Employment Outside of Massachusetts. Additional details will be discussed during the interview process. Certain visa types and funding sources may limit work location.
