Position Description

Angayut, LLC's PM Lead coordinates contractor project-management support for CBP's BPAM PMO under the PPMSS contract. The role aligns scope, cost, schedule, quality, risk, and reporting across assigned Project Managers, analysts, and site personnel.

Reporting to the Contract Program Manager, the PM Lead supports facilities for USBP and AMO. This role is separate from the contract-wide Contract Program Manager and does not exercise Government contracting authority.

Key Responsibilities

  • Coordinate assigned Project Managers, regional/site personnel, analysts, the Master Scheduler, and facility and mission-support staff to maintain consistent project support and reporting.
  • Track portfolio issues, dependencies, resource needs, and recurring risks; escalate concerns to the Government client and Contract Program Manager and coordinate surge or cross-team support.
  • Review the quality and consistency of requirements packages, change requests, trip reports, risk worksheets, and closeout records. Mentor assigned Project Managers on PMO processes and documentation standards.
  • Coordinate site visits, travel authorizations, construction-oversight coverage, integrated-schedule inputs, weekly execution-plan inputs, monthly project reviews, and Program Management Reviews.
  • Support facilities construction and alteration projects from initiation through closeout. Work with USBP and AMO end users to develop and validate requirements and coordinate with USACE, FAA, GSA, and other project partners.
  • Prepare project plans and requirements documents, including Project Requirements Documents (PRDs), Statements of Work (SOWs), and Performance Work Statements (PWSs). Coordinate real-estate, environmental, budget, project-controls, and architecture/engineering inputs and review requests for proposals.
  • Support procurement schedules, acquisition documentation, market research, determinations and findings, and Independent Government Cost Estimates (IGCEs). Evaluate at least three project alternatives for Government consideration and at least three capable vendors when supporting acquisition market research.
  • Track project funding, Purchase Requisition Requests (PRRs), and financial actions in SAP. Coordinate available, expensed, and obligated funding with servicing agencies; update project costs in TRIRIGA or its successor and report funding and budget status monthly.
  • Track and report construction or alteration progress, work quality, and materials at least every other week. Validate conformity with drawings, specifications, and good practices, recommend solutions, and prepare a construction progress trip report for each site visit.
  • Support quality-assurance methods, acceptance criteria, milestones, process controls, performance measures, corrective-action follow-up, and lessons learned. Conduct monthly quality audits.
  • Maintain change-control documentation, estimate cost and schedule impacts, and submit change requests through TRIRIGA or its successor. Quantify risks using the PMO risk-estimation worksheet and review and update risks monthly.
  • Keep schedules, risk, cost, and performance data current in SharePoint, SAP, WMS, and TRIRIGA or successor systems. Update records at least monthly and before monthly project-review calls.
  • Review and consolidate as-built drawings, operations and maintenance manuals, equipment lists, CAD files, and other closeout records. Support timely financial closeout and deobligation documentation.
  • Support related facility-operations work by tracking maintenance completion, assisting with repair documentation and environmental-task monitoring, and maintaining permit, warranty, and equipment records.

Qualifications

  • Education: Bachelor's degree required. Additional relevant experience may offset the education requirement on a case-by-case basis with Government client and COR approval.
  • Experience: Five (5) or more years of relevant experience required, including construction project management and Government contracting.
  • Preferred: Project Management Professional (PMP) certification is highly desired; OSHA 10-hour training is preferred.
  • Preferred: Experience working with USACE, GSA, and FAA and using TRIRIGA, SAP, SharePoint, and WMS or successor systems.
  • Preferred: Experience coordinating federal facilities or construction portfolios across multiple sites, with strong facilitation, briefing, and team-coordination skills.
  • Schedule: Ability to work five eight-hour days, Monday through Friday, during Government-designated hours generally within 6:00 a.m. to 6:00 p.m. local time. No overtime is authorized.

Travel

Travel to assigned project sites is required. Each assigned project site must be visited at least monthly, with a project-specific trip report for each construction-management visit. Travel requires prior authorization from the Government client and COR and coordination through Angayut and GBTI.

Eligibility Requirements

A CBP Background Investigation is required. The candidate must meet applicable Government suitability and access requirements, and the resume must be submitted to and approved by the COR and Government client before the candidate starts work.

Employment is subject to Government approval, successful completion of company pre-employment requirements, and authorization to begin performance.
