Location: Summit Station, Greenland. Depending on the specific assignment and project needs, work may also be performed from Kangerlussuaq, Greenland, remotely/off-site at contractor facilities, or through occasional meetings at NSF Headquarters in Alexandria, Virginia
Period of Performance: Up to 5 years, consisting of a 1-year base period plus four 1-year option periods, subject to the exercise of options

Position/Project
Overview
Project Solutions Inc. is seeking a Project Manager to support the National Science Foundation (NSF) Summit Station Modernization and Recapitalization (SuMR) Project in Greenland, involving the engineering and construction of an elevated research station to replace existing surface structures. The project requires owner-side construction management, project oversight, quality assurance, commissioning, and coordination to support successful project execution. The Project Manager will serve as the Integrator’s single point of contact with NSF and will have the authority to commit company resources to monitor, manage, and administer all stages of the SuMR Project. This full-time, dedicated Key Personnel role will provide owner-side leadership and coordination to help ensure completion of the project’s approved scope.
This role is contingent upon award of project.
Responsibilities and Duties:
- Serve as the single point of contact for communications between the Integrator and NSF’s Project Technical Representative (PTR) and Contracting Officer’s Representative (COR)
- Exercise authority to commit company resources to monitor, manage, and administer all stages of project activities and help achieve completion of the approved work scope
- Support the delivery of project management and owner’s representative construction management services in accordance with the Statement of Work, Project Execution Plan (PEP), and applicable project documents
- Consult and coordinate with NSF RSL throughout all stages of the project and help ensure that NSF decisions and information are communicated to consultants, contractors, and interagency partners in a timely manner
- Coordinate with project teammates and integrate information provided by RSL and other project entities, promptly reporting identified errors, omissions, or inconsistencies to the COR
- Monitor and report on the progress and performance of project deliverables, including those of RSL and other project teammates
- Lead and/or attend design, construction, and other project-related meetings as required
- Support project management and controls activities involving planning, scheduling, cost and budget control, earned value management, change management, risk management, document control, and the Integrated Master Schedule (IMS)
- Support coordination and oversight of quality assurance, commissioning, construction activities, safety compliance reviews, and technical project services required for successful project execution
Required Education, Knowledge and
Skills
Education/Certification:
- Bachelor’s degree in Construction Management, Project Management, or Engineering required; an advanced degree in Business Administration, Project Management, or Construction Management is desired
- PMP certification from PMI or another relevant project management certification is preferred
Experience:
- Minimum 20 years of progressively responsible experience implementing remote-related facilities projects
- Demonstrated experience in planning and estimating for remote facilities projects
- Experience in logistics management for remote facilities projects
- Experience supporting the installation, operation, and maintenance of facilities or science experiments
- At least 10 years of owner-side management experience on large-scale, complex construction projects
- Experience integrating and coordinating with multiple stakeholders, including owners, contractors, governmental bodies, facility users, and oversight boards
- Experience with the construction of research infrastructure or other scientific facilities valued over $100 million and experience managing onsite field installation of remote facilities are desired
- Demonstrated training and experience with cost/schedule documentation, Earned Value Management (EVM) systems, and change documentation
