Under direct supervision of the Workplace Safety Manager, this position will support Pittsburgh Water’s health and safety programs at water production facilities, field sites, and administrative buildings. The incumbent will review, evaluate, and analyze work environment hazards and risks, and provide program support to control, eliminate, and prevent injuries caused by chemical, physical, ergonomic and human factors.
RESPONSIBILITIES• Assist in developing, implementing, and maintaining health and safety policies, programs, and procedures• Maintain records related to safety training, inspections, permits, incidents and the Pittsburgh Water incentive program• Investigate incidents, accidents, near misses, and unsafe conditions; document findings and support corrective action plans• Conduct regular site inspections to evaluate workplace environments, facilities, equipment, and work practices to ensure compliance with health & safety standards • Provide on-site health and safety support to the Operations Department as necessary to protect employees from potential hazardous work methods, processes, or materials• Support industrial hygiene activities, including exposure monitoring and ergonomic assessments• Deliver safety training and toolbox talks on topics such as Hazard Communication, Emergency Action Plan, Excavation Safey, and Forklift Operations• Assist with emergency preparedness planning, drills, and response activities• Support initiatives related to Pittsburgh Water’s certified safety committee and incentive program• Perform other duties as assigned
KNOWLEDGE, SKILLS & ABILITIES• Strong knowledge of OSHA regulatory standards• Knowledge of supervisory and management practices• Sound judgement and the ability to think quickly during emergencies• Ability to lead, take charge, and give direction• Ability to demonstrate accuracy and thoroughness by analyzing information to solve problems and provide solutions• Excellent organizational skills and attention to detail• Excellent communication skills both orally and in writing• Strong interpersonal skill, flexible, and a willingness to work with constantly changing priorities while displaying enthusiasm and a sense of urgency• Proficient in Microsoft Office Suite
EDUCATION / EXPERIENCE REQUIREMENTSThe following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
- Bachelor’s degree in Safety Management, Safety Science, or related field• 1-5 years of experience in the health and safety industry• Experience with utilities, construction operations, confined space entry, hazardous materials and electrical safety preferred• Professional safety certifications (GSP, ASP, CHST) preferred• Certified First Aid and CPR Trainer preferred• OSHA 500 OR 501 certificate preferred
GENERAL REQUIREMENTSApplicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.

While performing the duties of this job, the employee is regularly required to use hand and fingers, reach with hands and arms; talk, hear, and smell. Frequently walking, climbing stairs, finger movements including fine dexterity and coordination, hearing conversation, seeing near and far, and speaking clearly. Frequently bending, stooping, repetitive leg and arm movements, lifting up to 25 lbs. The employee is occasionally required to climb and balance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
CONDITIONSWhile performing the duties of this job, the employee is occasionally exposed to a moderate or quiet noise level in the office work environment. The employee will frequently travel to different sites to perform duties. May perform work outdoors under extreme weather. The employee may be exposed to confined, high spaces, like erect scaffolding; loud conditions with vibrations, traffic, mechanical, chemical, fire, and explosive risks; and odors, dusts, fumes, mists, poor ventilation, and gases which may require a respirator. Subject to remain on duty beyond normal hours or recalled during emergency situations or other extensive periods.
MEDICAL EXAMINATIONEmployment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
DRUG TESTINGEmployment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to randomized drug and alcohol testing conducted without advance notice and for reasonable suspicion.
PRE-EMPLOYMENT BACKGROUND INVESTIGATIONAbility to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
