We are seeking a Senior Control Systems Design Engineer to serve as GrayMatter's on-site technical lead for automation, controls, instrumentation and SCADA across a multi-year South Florida county water and wastewater capital program. This senior, career-level role provides technical review and construction support across two water treatment plants and a well field, from design through construction, transition to operations and warranty services. The role focuses on review and oversight; hands-on PLC/SCADA programming, electrical design and installation are handled by partner teams. Responsibilities

  • Review and mark up specifications and drawings for the well field and treatment plants; support RFI responses and bid package review during design.
  • Identify and document conflicts between design documents and field or implementation conditions, then drive workable resolutions that represent the county's best interests.
  • Review medium- and low-voltage electrical design for operability and constructability, coordinating with an electrical review partner as needed.
  • Review SCADA and PLC programming and panel design for consistency across panels, sites and processes; flag and help resolve inconsistencies across programming teams.
  • Support construction-phase design and submittal reviews and field issue resolution, holding contractors to design requirements when rework is needed.
  • Coordinate with the construction documentation administrator and program leadership to keep documentation, escalations and reporting current.
  • Provide a consistent senior technical presence throughout the design-through-construction engagement.
  • Maintain working knowledge of applicable industry standards, codes and local, state and federal regulations, and support compliance across design and construction.

Knowledge, Skills, and Experience Needed: Required:
  • 15-20 years of relevant experience in industrial or municipal automation, controls, instrumentation and SCADA systems, ideally in water or wastewater treatment.
  • Experience reviewing specifications, drawings, RFIs and construction submittals on capital projects.
  • Working knowledge of PLC and SCADA control system design sufficient to review programming for consistency and correctness; hands-on programming is not required.
  • Working knowledge of medium- and low-voltage electrical design principles sufficient to review operational fit; direct electrical design work is not required.
  • Ability to coordinate across multiple design and engineering firms on a single program.
  • Strong written and verbal communication skills, including the ability to document and escalate technical findings clearly.

Preferred:
  • Professional Engineer (PE) license; helpful but not required.
  • Experience on large water or wastewater capital programs involving multiple concurrent design firms.

Location, Schedule & Duration:
  • Design and pre-construction phase (approximately the first 18 months; targeted November 2026 to mid-2028): 30-50% on-site.
  • Construction phase (approximately months 18-48; targeted mid-2028 to late 2029): 80-90% on-site, when field activity is highest across all three project components.
  • Target start is November 2026, with onboarding and design-review preparation beginning immediately and full engagement expected by December 2026. Estimated assignment length is 3-5 years, with potential extension to 6 years.
