General Purpose of Job

Performs construction, service restoration and maintenance on the Cooperative’s overhead and underground electrical distribution facilities; maintaining electrical service to customers; construct new or improved service; reconnect and disconnects; voltage tests; equipment installation and removal; line patrol activities; and perform switching procedures.

Education

  • High School diploma or GED.
  • Certification as a qualified Journeyman Line Technician from an accredited Line Worker Apprentice or equivalent work-related experience program with a minimum of two (2) years’ experience as a fully qualified Line Technician 1st Class with the Cooperative.

Experience

  • Two (2) years of experience as a fully qualified Line Technician 1st Class with the Cooperative.

Other Requirements

  • Ability to operate a variety of office equipment, including a personal computer, printers, copy machines and telephone.
  • Ability to work irregular hours for assignment completion; flexibility to change schedule and report to work on short notice during emergency situations and outside of regular assigned shift; ability to work overtime and respond to call-outs, as needed. This classification will not be required to participate as an On-Call Line Technician.
  • A Valid Florida Class A Commercial driver’s license without air brakes restriction for regular driving privileges of a cooperative vehicle; must have and maintain an acceptable driving record as determined by the Cooperative.
  • Extensive driving and field work in close proximity to hot line construction, confined spaces and energized conductors; frequent exposure to adverse weather conditions; exposure to electrical hazards.
  • Normal work week for this position shall be five (5) consecutive eight (8) hour days or four (4) consecutive ten (10) hour days (excluding the thirty (30) minute meal period) any day Monday through Sunday between 12:00 midnight to 12:00 midnight (i.e. within a 24-hour period). Rest days will be consecutive. Schedules will be established by Management and worked within the Service Technician classification. Schedules may be changed by giving 36-hour notice of the changed schedule. Irregular hours in evenings and on weekends are possible during peak business times and during storm season.

Personal Protective Equipment - Yes

Living Requirement - YesEmployees in this classification must live within a 40-mile radius from the assigned reporting work location. Employees who live a greater distance from the work center must relocate within their first six (6) months in this position. A maximum of 90 minutes will be allowed for response to call-outs. All employees living within the thirty (30) mile radius and are subject to call-outs, are expected to meet the one (1) hour response requirement as stated in Article 10.5. Those employees living over thirty (30) miles but no more than forty (40) miles and subject to call-outs will be required to report within ninety (90) minutes. Regardless of the living distance, employees that are on-call and provided with a SECO vehicle are required to respond within forty-five (45) minutes as detailed in Article 10.5.

  • Electrical Systems Knowledge: Demonstrates thorough knowledge of mathematics and electrical theory; applies understanding of the construction, operation, and maintenance of overhead and underground electrical distribution facilities, both energized and de-energized; adheres to the National Electric Safety Code (NESC), OSHA requirements, and the National Electric Code (NEC) for clearances, working space, and maintenance standards.
  • Tool and Equipment Operation: Utilizes proper and safe practices in the use of tools and equipment for line construction and maintenance; demonstrates skill in pole climbing and operating from a bucket; performs first aid, CPR, and pole-top rescue in emergency situations.
  • Utility Procedures and Technical Interpretation: Applies SECO Energy’s switching and tagging procedures; interprets line construction drawings accurately; demonstrates knowledge of RUS construction units, material components, and assembly specifications relevant to utility operations.

Essential Duties and Responsibilities

Work Planning and Communication

Electrical System Operations and Maintenance

  • Safely constructs, maintains, and restores residential, commercial, overhead, underground, and transmission electrical facilities as directed.
  • Performs switching operations and works on energized and de-energized lines following safety procedures and supervisory direction.
  • Uses specialized hot line tools and equipment as required to restore service and complete maintenance activities.
  • Installs, maintains, and removes area lighting equipment; assists with transformer replacements; installs, reconnects, and disconnects meters; and performs voltage testing as needed.

Field Equipment and Vehicle Operation

  • Drives and operates various heavy equipment including bucket trucks, digger-derricks, trenchers, forklifts, and other machinery necessary for line construction and maintenance.
  • Climbs poles and performs elevated work, including changing cross-arms, transformers, and conductors, ensuring safety protocols are followed.
  • Uses proper equipment to frame and set poles, lay wire, tie wire, and complete service connections or disconnections.

Safety and Compliance

  • Maintains assigned vehicle and ensures it is stocked with required tools and materials for daily operations.
  • Assumes responsibility for all tools and equipment issued, ensuring proper care and security.
  • Maintains adequate personal protective equipment (PPE) and clothing to comply with safety and health standards.
  • Ensures all work locations are left in a safe and orderly condition, promoting public safety and customer satisfaction.
  • Adheres to company safety standards and regulatory requirements during all work activities.

Timekeeping and Incident Reporting

  • Accurately completes daily time sheets, documenting work performed and charging time to appropriate accounts.
  • Completes outage and damage reports in a timely and accurate manner to support system reliability and operational analysis.

The position requires the ability to climb poles and work at elevated heights, often between 40 to 110 feet. Candidates must possess the physical strength and agility to perform strenuous manual labor in varying and sometimes adverse weather conditions. This includes wearing specialized protective equipment and working in close proximity to energized conductors, hot line construction, and confined spaces. The role involves extensive driving and fieldwork, with lifting required. Must be able to bend and lift and carry up to 50 pounds. Duties require frequent standing, walking on uneven or slippery terrain, bending, stooping, squatting, climbing, crawling, kneeling, twisting, and reaching. The position also involves operating equipment and tools, as well as visual and auditory acuity, including close, distance, and color vision with the ability to adjust focus.

The employee must not exceed the manufacturer’s 350-pound loaded weight limit for pole climbing equipment.
